1. Leader a of the Communist Party of Chile (PCCh), at their Ranoagua Conference
on 17 February 1,953 outlined plans for a National PCCh Congress to take place
from 1-4 April 1953.. No further particulars have as yet been determined
regarding this congress.
2. Among other as yet unreported topics of the Ranoagua Conference were those
related to the scheduling of local and regional PCCh and controlled' union
congresses throughout Chile, to take place between 20-31 March 1953; the
intensifidation of PCCh agitation activities in Chile, particularly as
related to the Defense of Democracy Law, and the inability of the
government to solve the problems with which it is faced; and intensified
preparations for the three international Communist meetings scheduled for
Santiago (t sCongreso Continental de Cultura, the CTAAL Congress, and .
reported Congress of Latin American Communist leaders:. originally scheduled
for mid-March but so far unreported.).
The local-regional PCCh and controlled union congresses, slated to be hold
from 20-31 March 1953 were to discuss the dissemination and implementation
of resolutions adopted at the Ranoagua Conference, and necessary preliminaries
to the National PCCh Congress in early April. In addition, Communist
and Communist-controlled fractions of the newly, constituted Central Unica
de Trabajadores de Chile (CUTCh) and its various affiliates were to have met
on 2 March 1953 to discuss the organization of the CTAL Congress, their own
participation therein, and efforts to arrange CUTCh affiliation with the
OTAL. .
4. It has also been learned meanwhile that Julio GIUSEPPE, Argentine Communist
leader, together with a Czech Communist leader, using the name Federico
SANTANA, arrived in Chile recently to direct preparations for the above-
mentioned international Communist meetings slated to take place in Santiago.
GIUSEPPE. and SANTANA who will work together with Cesar..GODOY Urrutia and
Volodia TEITELBOIM Volosky, Chilean organizational leaders, entered Chile

illegally from Argentina in the San Carlos de Bariloche border area.
GIUSEPEE is now in Concepcion, where he is directing agitation
activities of the coal miners in that area. He was expected to
return to Santiago on 7 March 1953, and to stay at the home of
Oscar BAEZA Herrera, former Communist Deputy.
