1. Since the beginning of July 1952, Soviet Engineer J,J. Semenchenko has been r-'
directing the manufacture of drills by the N. Shirov method at the Dinsgy5r
steel plant.
2. Thkse drills have a split center and a second flat side. The flat sides of
these drills consist of hard metal plates of the Soviet "WK 8" type. This
type of Soviet hard metal consists of a layer of 92% Wolfram Carbide and 8% Cobalt.
The Rockwell hardness"Rc" of these plates is 87.5.
Manufacture by this method is reported to have started at the beginning of 1952,,
in the USSR. At present,-..tile method is being introduced in important industries
in the Sa: iilites .
). Supervision over these hard metal plate drills is especially strict and they are
classified as "top secret". The drills are numbered.and the workers are responsible
for the numbered drills in their possession. The drills and plates, must, if they
are not usable,, be turned in and the directors of the factory are charged with the
responsibility of not losing any of these drills and plates.
