(FOR KEY SEE REVERSE) the Kytnggi Province branch of the North Korean Labor Party held a meeting at the party office in Kaesong to discuss the rebuilding of the South Korean,La'bor Party, It was decided to send two agents-from each county of Ky'zggi'Provincejtill under North Korean control to South Korean-held counties of Ky5nggi Province to build up the PK14P. The plan was to be worked out in conjunction with the Kaes ng office of the Ministry of Social Security and was to be financed by the Financial Bureau of the Provincial NKLP, the Hwanghae Province branch of the NKLP held a meeting at the house of CHU.Ying-hwan (2612/3144/3562), a school teacher, at Sin- ch?an -n (N 38.31, E 125-48), (YC-1+466), The meeting was led by 0 Ik-kyo (0702/4135/2+03) and YOM Kil-my 1(1070/0679/ ? ) and was attended by 35 people. The tax-in-kind for the fall was discussed-and it was a .freed to collect50 percent of. the crops as taxes in accordance with the instructions from the Ministry of Agriculture. It was also decided that only those who had been candidates for NKLP membership for six months could be examined for final membership, that only party activity, and not personal backgr nd, should be considered when approving a candidate-for membership, that four or more regular party members must endorse the candidate, and that the final examination should be conducted by the political committee of the,: county party. T2ese people were to be moved eventually to Chagang Province and North P?yongan Province. The first of three phases in the evacuation was to be the removal of 2,000 families beginning 21 October.
