The Chilean delegation to the International Social Security Conferences sched- uled to be held in Vienna, Austria, from 2-6 March 1953 will be comprised of Senator Salvador ALLENDE Gossens, Santiago LABARCAA, Drs. Leonardo GUZMAN and Ezequiel GONZALEZ Cortes and possibly others to be named later. ALLENDE had already been named to head a local organizing committee and was expected to be named as an official delegate. The delegation, as comprised to date, appears to carry more prestige than any similar Chilean delegation named in recent years to participate in an international Communist meeting. 2, .ALLENDE, a well-known Socialist leader, is president of the Frente del Pueblo (Communist-Socialist combination), and is generally considered to be one of the two most influential leftist leaders in Chile, the other being Guillermo del PEDREGAL, Minister of Interior, GUZMAN, a highly-regarded. cancer special- ist and. Director of the Radium Institute of the University of Chile, has a long record as a Communist sympathizers He was most recently reported as a director of the newly-formed Chilean-Chinese Cultural Institute, LABARCA, an engineer by profession, is a Radical Party leader and a former Cabinet,Minister. Although he has been involved in numerous Communist-front movements over a period of years, has previously attended International Communist conferences, and, is even now president of the Chilean Communist-front Comite de Solidaridad .y Defensa de las Libertades Publicas, LABARCA has openly denounced the pro- peace movement as Communist-controlled. He has refused to have anything to do with the organization and reportedly feels that the U.S.S.R. is the greatest threat to world peace. 3. GONZALEZ is the only relatively unknown member of the Chilean delegation. He is reportedly an authority on insurance and social security matters, and was the author of Chilean law No. 4054, related to Compulsory Workers' Insurance. He has not, in so far as can be determined, been previously identified with Communist or Communist inspired movements. 4. Travel plans of the Chilean delegation have not as yet been determined.
