1. The Central Directorate of River Industry (Tsentral?noye Upravleniye Rechnoy Promy-
ehlennosti -.TeUpRechProm) is a Central Directorate (Teentrallnoye Upravleniye -
TeUpr) of the Ministry of the River Fleet: it is subordinate to the MRt minister .25X1
through his technical deputy miniate Some 40 people
work in this TsUpr. Task assigned to TaUpRechProm are: organization of work in
MRF ship repair yards and shops, and the planning, control, and financing of these
activities.
2. TsUpReohProm is composed of several sections. The same, or similar sections, exist
in the larger W ship repair yarda and shops. These sections are as follows:
(a) Planning and Production Section - in charge of production and financial plan-
ning of btRF industrial enterprises. In this section charts of planned work assign-
ments, terms of completion, etc, are compiled. Financial planning done here
determines the number of personnel employed, their wages and bonuses, production
coats, depreciation of inventory, etc. This section is also charged with supervision
of the planning and production sections of-enterprises subordinate to various MRF
steamship companies and other agencies, as well as the collection of statistical
data connected with the over-all industrial planning of F.

Technical Section - maintains register of machinery and equipment of industrial enter-
prises, and the register of all repairs and overhauls completed in MRF industrial
enterprises. It is responsible for supplying MRF industrial enterprises with electric
and thermo power. This section also prepares and publishes ship maintenance standards
specifying which parts of machinery and equipment are to be overhauled after which
periods of service, prescribing at the same time the exact procedure for the various
repairs and overhauls. It also maintains a register of documents for the machinery
which is in the possession of iRF industrial enterprises (pasportizatsiya Oborudovaniya).
Snare Parts and Instrument Section - plans for the procurement for, and supply of, ship
repair yards with spare parts for ships' engines and motors and other-spare parts equip-
ment. It also procures and supplies navigation and other instruments. In general, the
repair yards of MRF manufacture spare parts and instruments themselves, each special-
izing in some particular part or instrument. This section's task is mainly in planning
the distribution of requested parts among NW 'agencies and organizations.
R) Industrial Enterprises Reconstruction Section (Otdel Rekonstruktsii Zavodov) - charged with
the modernization and mechanization of MRF industrial enterprises, the introduction of
modern production methods and processes, and the construction of projects for new ship
repair yards. One of YRF's industrial enterprises which underwent reconstruction
after WWII was Zavod Imeni Stalina in Astrakhan', belonging to Volga-Tanker. Shops in
this plant were built or rebuilt in order to insure a smooth flow of semi-finished
products from one shop to another.
9) Office for Efficiency and Inventions (Byuro Ratsionalizatsii i Izobr?tatel'stva - BRIz)-
gives incentive for efficiency and the promotion of inventions in MRF industrial enter-
prises. This office makes decisions on the acceptance or rejection of efficiency pro-
jects and inventions coming from subordinate URF agenciese It also makes suggestions
on bonuses for inventors (final decisions in this respect; however, lie with 1RF minister),
and regulates the payments made by individual industrial enterprises for using these
inventions of individuals in the plants where these suggestions originated. 25X1

Accounting Section - conducts the accounting and financial inspections in all industrial
enterprises subordinate to MFG'.
;) Labor and Wage Section - prepares working norms and quotas. It also sets labor and wage
policies for industrial enterprises of UFtP".
i) Personnel Section - maintains the main file of personnel in MRP industrial enterprises
which belong to e so-called "nomenklatura 'TsUpra", ie,employeee who cannot be hired
and fired without authorization of TsUpReohProm. This section also regulates the
pplicies of appointments, promotions, bonuses, transfers, leave etc, for all employees
of TaUpRech From.
.) Technical Supply Section - participates in procurement for, and supply of plants with
raw materials, semi-finished products, and fuels, It is charged with the collection of
the plants' requests for technical supplies, the preparation of these over-all require-
ments and the transmittal of these requirements to the Central Directorate of Material-
Technical Supply of MRF, which procured the material. When these supplies are procured
by the Central Directorate of Material-Technical Supply, the Technical Supply Section
of TsUpRechProm makes distribution to's ubordinate industrial enterprises. It is not at
all unusual for the Technical Supply Section, wherever able, to procure some materials
by itself, without petitioning the Central Directorate of Material-Technioal Supply.

(a) the ship repair yards,
(b) the ship repair shops, and
(o) the' anchorages (zaton).
The last serves to accept ships either in winter time, when the
navigation season is. closed (in "kholodnpy otstoy"),. or when.
