Other Heroes of the Soviet Union identified were Mai KARELIN, a fighter pilot who shot down 13 enemy fighters and 6 bombers during World War II, and who is now in the 2d-year class; Maj FESENKO, who participated in the battles for Berlin; and Officer BALDIN, a ground-attack pilot who flew more than 200 sorties during the war. (Moscow, Krasnaya Zvezda, 2 Jul 55) Gunnery Training in a Helicopter An article by S. VINOGRADOV concerned gunnery training of the helicopter crew commanded by Capt RYBOVALOV. The article described how the helicopter rose to a designated altitude, and then flew to the firing range, arriving at the specified time. Capt RYBOVALOV kept the ship on course and commanded the flight technician, Tech-It MISHCHENY,O, to prepare to fire. The crew received "e;:cellent" for the i?unnery exercise. Ya. KOTIN and A. A. MOROZOV; fighter-aircraft designers A. S. YAKOVLEV, S. A. LOVOCfHQN, and A. I. MLKOYAN; bomber-aircraft designers A. N. TUPOLEV and V. M. PETLYAKOV*; ground- attack aircraft designer S. V. IL'YUSfrIP;; artillery and mortar designers V. G. GRABIN, F. F. PE"TOV, I. I. IVANOV, and B. I. SHAVYRIN; and ship designers Z. A. DERIBIN, F. F. POLUS1IKIN, Ye. M. ZYUNOVIDOV, V. M. BURLAKOV, and A. I. MASLOV, the editorial discussed postwar problems in military weapons and equip- ment designing. The editorial stated that Soviet scientists and designers, independently and in a very short time, worked out methods for the production and utilization of atomic energy, and created atomic weapons for the defense of the country. The successes achieved in the field of jet aviation were also remarkable, with aircraft of all types being perfected. In the struggle for technical progress in the military field, young cadres capable of independently solving the com- plex problems of creating various models of combat vehicles, armaments, and equipment have developed under the guidance of experienced designers, and many of them have received high decorations from the government. However, the editorial stated that all is not well everywhere, as was brought out at the recent All-Union Conference of Industrial Workers, where considerable shortcomings in the work of design agencies (konstruktorskiye byuro), scientific-research institutions, and design institutions (proyektnyye instituty) were revealed. Some design and research organizations are develop- ing new model:: of cone equipment too slowly, are paying insufficient attention to improving re chiner already in existence, and sometimes design items which have airea9-?''ecome obsolete. Some designers do not consider the needs and suggestions ;noee using the equipment. These shortcomin.s revealed at the conference to those organizations doing, similar work on military equipment. Some dent r,se continue to use old methods despite the need for a new outlook nn: ?,r!,:- it to contemporary military equipment, _nd they do not make use of the lr__,t, s,-ientifir advancements. Another cause for come shortcomings in the creation of new nalitary equipment is the lack of guidance over the practical wor;- if r:erirrners; there are many defects in the planning of their work, and creative initiative is often hampered by the composition and ap- proval of tasks, and by the inspection of machines at various stages of plan- ning. It is decidotly necessary to improve leadersLip in design agencies and scientific-research and development institutes in order to assure that workable models of weapons and combat equipment meet the requirements of military mi:- sior,e. Automatic Ieviceo, remote-control apparatus, electronic equirnent, and the achievements of nuclear physics must all be used in creating new combat equipment. The appearance and utilization of electronic c:Iculating machines opens enormous possibilities to the scientists and engineers in the r'ield of military equiprr'-nt. It is necessary to perfect the nears of mechani ing en'i- neering work ant the rendying of equipment for combat use, and to perfect the instruments which control the quality of combat machines and their equipment. A strong point in Soviet science and engineering is the linking of theory and practice; this unity is necessary for technical progress in military mat- ters. This will permit the more rapid revelation of the good and bad points of new models, and will allow for more rapid implementation of the suggestions by unit personnel for improving new equipment. Military testing organizations perform an important role. They are called upon to test thoroughly all new models, to make evaluations of this equipment for the government, and to expose weak and strong points in the light of modern military requirements. This means that inspectors must themselves be well in- formed on the latest developments of science and technology, and must display inflexible exactingness and principle. We are not fully using the capabilities of higher technical milit'.^y-edu- cational institutions for developing new equipment. Highly qualified special- ists, such as the teaching staffs of academies and institutions, are not drawn strongly enough into design work. Existing design agencies have still not be- come the foundation for training young cadres in design work. In many cases these agencies are not given sufficient attention, and are oftentimes not staffed with the proper specialists. Important work is often given to those who do not have sufficient training to handle it. Since no piece of military equipment is developed in isolation, but in close contact with other pieces of equipment and with all of contemporary science, de- signers can work successfully only if they critically assimilate and further de- velop all that has been created by modern science and technology. There are, however, many shortcomings in this matter: there is an insufficient number of b,od technical reference and handbooks on designing machines, mechanisms, and devices; little literature is being published on the achievements of domestic and foreign science and technology; and the experiments of well-known scientists and designers are poorly publicized. These tasks are entrusted to Voyenizdat (The Military Publishing House) of the Ministry of Defense USSR. The great tasks of developing military equipment can be successfully solved only when the work of designers proceeds in the midst of courageous scientific criticism and self-criticism, and of free exchange of opinion on the problematic questions of theory and practice. Some designers strive to monopolize one en- tire field of specialty in order to protect themselves from criticism. This mouldy situation of reciprocal praise and ignoring mistakes, of aspiring to maintain the monopoly of certain designers, and of inevitably strangling this branch of technology, retards the growth of young cadres.
