23 January
On 22 January, overcast weather with snowfalls prevailed in most of the Eu-
ropean USSR. Daytime temperatures were 8 degrees below zero in Odessa, Kishinev,
Sverdlovsk, Kuybyshev, and Kazan'; 5-6 below in Simferopol', Rostov on the Don,
Dnepropetrovsk, Kursk, Gor'kiy, and Leningrad; and 3 below in Velikiye Luki, Mos-
cow, and Krasnodar.
During the night of 22 January, temperatures dropped to 13 below zero in
Rostov on the Don, 16 below in Chernovitsy, 20 below in Odessa, and 22 below in
Kherson. However, these low temperatures lasted only a few hours.
Positive temperatures were recorded during the day in the Dagestanskaya ASSR
and the Transcaucasus. Temperatures were 2 degrees above zero in Makhachkala, 3
in Yerevan, and 8 in Tbilisi.
Moderate subzero weather prevailed in Western Siberia. Light snow fell in
some areas. Daytime temperatures were 14 degrees below zero in Omsk, 16 below
in Novosibirsk, and 18 below in Barnaul. It was much warmer in Eastern Siberia.
Daytime temperatures ranged between 5 and 9 degrees below zero.
Positive temperatures prevailed during the day in Central Asia and slightly
subzero temperatures during the night. Wet snow fell around Frunze and Stalinabad.
24 January
On 23 January, cloudy weather with snowfalls prevailed in most of the Euro-
pean USSR. During the first 12 hours of 23 January, snowfalls were recorded in
many areas of the northeastern regions, most of the western region, some areas of

the central region, and the central chernozem region. On 23 January, a snow
cover was absent, only in the Crimea, the portion of the Ukraine east of the
Dnepr and south of Sumy, southern Kurskaya and Voronezhskaya oblasts, and the
Northern Caucasus.
Noon temperatures were 2 degrees above zero in the Krasnodar area, one
degree around Rostov on the Don, and about zero in Simferopol' and Odessa.
Temperatures were one degree below zero in Kishinev; 2 below in Voroshilovgrad
and Nal'chik; 4 below in Lvov and Riga; 6 below in Kiev, Kursk, Voronezh, and
Saratov; 7 below in Minsk, Gor'kiy, Kirov, and Stalingrad; 8 below in Orel and
Ufa; 9 below in Velikiye Luki, Moscow, and Chkalov; 10 below in Kazan' and
Syktyvkar; 11 below in Leningrad and Kuybyshev; 12 below in Vologda; 14 below
in Petrozavodek; and 15 below in Ark'nangel'sk.
In Western Siberia, noon temperatures were 18 degrees below zero in Omsk
area, 14 below in Barnaul, 12 below in Novosibirsk, and 10 below in Krasnoyarsk.
Temperatures were 4-5 degrees below zero in the Irkutsk and Chita areas, 8 be-
low in Blagoveshchensk, and 18 below in Khabarovsk.
Daytime temperatures in the Kazakh SSR were 18 degrees below zero around
Semipalatinsk, 10 below in the Akmolinsk area, and 5 below in Aktyubinsk.
Noon temperatures ranged between 1-2 degrees above zero in the Kzyl-Orda area,
Dzhambul, and Alma-Ate.
Noon temperatures were 7 degrees above zero in Stalinabad and 18 in Ashkha-
25 January
On 24 January, a slight drop in temperature in the northern region spread
to all the European USSR. As a result, subzero temperatures prevailed every-
where, even during the day.
During the first 12 hours of 24 January, precipitation fell in many areas
of the northeastern regions and also in some parts of the central chernozem
zone, the Lower Volga Region, the Stalingrad area, and the foothills of the
Northern Caucasus.
In Siberia, during the day of 24 January, it was warmest of all in the
Novosibirsk area where the lowest temperature did not exreed 8 degrees below
zero. Light snowfalls occurred locally; snow fell in Krasnoyarsk and Khabarovsk.
Daytime temperatures in Central Asia ranged between 8 and 10 degrees
above zero.
27 January
On 25 January, a considerable drop in temperature was recorded in the
northwestern and central regions of the European USSR. During the night of
26 January, temperatures ranged between 20 and 25 degrees below zero, and
" upped as low as 26 to 28 degrees below locally.
On 26 January, lower temperatures spread to the central chernozem zone.
Noon temperatures were 7 degrees below zero in Voroshilovgrad and Dnepropetrovsk,
10 below in Kiev, 12 below in Voronezh, 13 below in Kursk, 14 below in Tambov
and Orel, 15 below in Minsk, 18 below in Moscow, 19 below in Vologda, and 20
below in Arkhangelsk.
Snowfalls preceded a drop in temperature in the western regions and the
central chernozem zone. . snow cover has formed in the southern Ukraine and
the Crimea. Light snowfalls occurred in the Sochi region.

Slightly cloudy weather prevailed in most of Western Siberia. Snow fell
in the Ural regions of Siberia.
It was much colder in the Kazakh SSR and Central Asia. 'On 26 January,
noon temperatures were 20 degrees below zero in Akmolinsk and 14 below in Ak-
tyubinsk.
29 January
On 28 January, rising temperatures which began the day before in the west-
ern regions of the European USSR increased and spread to the east. Tempera-
tures rose from 5 to 10 degrees in many areas of the western and central re-
gions. Subzero weather, which became even colder during the last 24 hours,
still prevails in the Volga Region And the Northern Caucasus. Noon tempera-
tures were about zero in Simferopol', Minsk, Riga, and Velikiye Luki, 2 below
in Kiev, 8 below in Leningrad, Kursk, and Voronezh, 9 below in Moscow, 14 below
in Rostov on the iron and ocalingrad, lb below in Saratov, eO below in Kuyby-
shev, and 23 below in Kazan'.
In almost all the western half of the European USSR, rising temperatures
were accompanied by snowfalls which were quite heavy in many areas. The zone
of snowfall is gradually shifting to the east. The fields everywhere, except
in some regions on the coast of the Sea of Azov, are covered with snow. The
depth of the snow cover is gradually increasing. Winter crops and forest
plantings are standing the winter well and their condition continues favorable.
Moderate subzero weather prevailed in Western Siberia.
Daytime temperatures in Central Asia were 4-5 degrees above zero.
30 January
On 29 January, a sharp rise in temperature, which had already reached the
entire Volga Region, prevailed in the European USSR. The daytime temperature
in Kazan' was 10 degrees below zero as compared with 23 below the day before,
and 2 below in Saratov as compared with 16 below the day before. The tempera-
ture was zero in Stalingrad, Kursk, and Orel as compared with 5-13 degrees be-
low zero the day before. It was 2 degrees above zero in Rostov on the Don and
Voroshilovgrad, 3 in Odessa and Dnepropetrovsk, and 6 in Simferopol' and Kishi-
nev. Rising temperatures are gradually spreading to the Urals and the western
portion of the Kazakh SSR, where at present temperatures range between 15 and
20 degrees below zero.
The rise in temperatures has stopped in the western regions, and a drop
in temperatures has begun locally which is gradually spreading into the central
zone.
Snow, which has changed into rain locally in the southern and western re-
gions, is falling throughout the European USSR, from the Belorussian SSR to the
Urals and from Arkhangel'sk to the Black Sea.
31 January
On 30 Januaxyirising temperatures reached the Urals and the western re,;:ions
of the Kazakh SSR. During a period of 24 hours, temperatures rose !; decrees
in Kirov, Sverdlovsk, and Chkalov and 10 degrees in Ufa. In the northwestern

regions, on the other hand, a gradual drop in temperature, which has already
embraced the central zone, was recorded. During a period of 24 hours, temper-
atures dropped 3degrees in Eursk and Voronezh and 5-6 degrees in Moscow and
Orel. Snowfalls, accompanied in the southern and southeastern regions by
strong winds and snowstorms, occurred in all the European USSR except in the
Crimea and the Caucasus. Rains that began the day before in the southern
Ukraine again changed into snow.
Noon temperatures were 8 degrees below zero in Kirov and Vologda, 7 be-
low in Kazan' and Moscow, 3 below in Kursk, around zero in Saratov, Rostov on
the Don, Dnepropetrovsk, Kiev, and Minsk. It was 2 degrees above zero in
Odessa and Kishinev and 4 in Simferopol' and Krasnodar. A snow cover has
again appeared on the Black Sea coast of the Northern Caucasus.
Crops are standing the winter well everywhere and their condition is
favorable. Very favorable conditions for carrying out snow retention have
been created in the southern and southeastern regions.
Extreme subzero weather prevails in Western Siberia. During the day
temperatures there ranged between 20 and 22 degrees below zero.
