During the first 12 hours of the day, the amount of precipitation did not exceed 2 millimeters except in some regions of the southern Ukraine and the Crimea where the amount of precipitation in a 24-hour per_od amounted to 6 to 8 millimeters. No precipitation was recorded in the eastern and south- eastern regions of the European USSR, except in the Middle Volga Region, and partially in the Lower Volga Region and the Northern Caucasus. On 12 January, temperatures were 17-19 degrees below zero in Sverdlovsk, Kazan', Ufa, and Kirov, 15 below in Syktyvkar, 12-13 below in Vologda, Kuyby- shev, Saratov, and Chkalov, 10 below in Riga, Moscow, and Voronezh, 8 below in Arkhangelsk and Kursk, 7 below in Lvov and Minsk:, 6 below in Leningrad and Rostov on the Don, 4-5 below in Stalingrad, Voroshilovgrad, Dnepropet- rovsk, Kishinev, and Petrozavodsk, and one degree below in Odessa and Nal'- chik. It was 6 degrees above zero in Krasnodar. A snow cover haL formed al- most everywhere in the western Ukraine. The temperature in the Tbilisi area In the Transcaucasus was 10 degrees above zero. Noon temperatures in most of western Siberia ranged between 21 and 23 degrees below zero, except in Novosibirsk and Krasnoyarsk where it was 17 de- grees below zero. It was cold in Irkutsk and especially so in the Chita and Blagoveshchensk areas where noon temperatures ranged between 32 and 34 de- grees below zero. Noon temperatures were 13 degrees above zero in Stalinabad, 12 in Ashkhabad, and 9 in Tashkent. 14 January On 13 January, no significant changes in the weather occurred in the European USSR. Rising temperatures were recorded only in some areas of the extreme northwestern region; on the other hand, a drop in temperature was observed in the southern region. As a result, temperatures in the steppe areas of the Crimea and the Kuban' were the same as those in Petrozavodsk and Arkhangelsk. Noon temperatu^es in all the above-mentioned areas ranged from zero to one degree above zero and, locally, to 2 degrees. Temperatures were 2 degrees below zero in Odessa and Leningrad, 3 below in Kishinev, 5 below in Lvov, Kiev, and Minsk, 6 below in Rostov on the Don, 7-8 below in Dnepropetrovsk, Kursk, Voronezh, Voroshilovgrad, and Vologda, 10 below in Ust'-Tsil'ma, Syktyvkar, Riga, Orel, Tambov, and Stalingrad, 13 below in Saratov, Moscow, and Gor'kiy, 16 below in Kuybyshev and Kazan' 17 below in Kirov, and 19 below in Ufa. During the first 12 hours of the day, precipitation was recorded in the northern portion of the European USSR, some areas of the western region, the southern Ukraine, the Moldavian SSR, the Crimea, and the Kuban'. During this time, rain fell in the Petrozavodsk area and in the extreme southern regions, but snow fell in the rest of the European USSR. On 13 January, the continuous snow cover followed a line running from Kirovograd slightly to the north of Odessa, to Zaporozh'ye, Poltava, Sumy, Kursk, and Orel to a point somewhat to the south of Ryazan, and continuing Daytime temperatures were 14 degrees below zero in the Novosibirsk area, and 20-22 below in Barnaul, Omsk. and Krasnodar. It was 2 degrees above zero in Yerevan and Makhachkala. The noon ter- perature in Tbilisi was 6 degrees above zero. The same temperature was ob- served in the Dzhambul area in the Kazakh SSR. 15 January On 14 January, overcast weather with light snowfalls prevailed in the northern regions of the European USSR. Day-time temperatures were 3 degrees below zero, in Arkhangelsk, Syktyvkar and Minsk, 4 below in Riga and Vologda, 6-7 below in Kirov, Gor'kiy, and Moscow. Cloudy weather without precipitation prevailed in the Ukraine, the cen- tral chernozen zone, the Lower Volga Re ion, and the Northern Caucasus. Day- time temperatures were 8 degrees below :err- in Rostov on the Don, Odessa, L'vov, and Orel, and 10 below in Kursk and Voronezh. Temperatures ranging from one to -- degrees below zero were recorded in Simferopol' and Krasnodar. It was 5 degrees above zero in Tbilisi. It was somewhat warmer in Western Siberia. Snowfalls were recorded in Tyumenekaya Oblast. On 14 January, the temperature was 12 degrees below zero in Tobol'sk (compared with 22 degrees below, the day before) and 14 below in Novosibirsk. It was cold in Eastern Siberia. Daytime termeratures ranged between 23 and 24 degrees below zero in Irkutsk and Krasno: arsk; it was 30 below in Chita. Noon temper- atures were 3 degrees above zero in Dzhambul and Stalinabad, and 4 in Alma- Ata, Ashkhabad, and Tashkent. Rain fell in some areas of Central Asia. 16 January On 15 January, no significant changes in the weather occurred. Tem- peratures in all the European USSR were approximately the same as the day before. During the day, moderate subzero temperatures were recorded every- where, but noon temperatures in the extreme northwestern region and the Northern Caucasus were above zero. Temperatures as low as 13 degrees below zero were recorded at 1300 hours during the day in the Kursk area, Tambov, and Voronezh. It was some- what colder in the Ust'-Tsil'ma area. Noon temperatures were 7 degrees below zero in Kishinev, Kiev, Lvov, Minsk, Sverdlovsk, Kuybyshev, and Chkalov, 6 below in Ufa, Kazan', Saratov, Orel, Dnepropetrovsk, and Odessa,4 below in Gor'kiy and Moscow, 3 below in Vologda, Velikiye Luki, Rostov on the Don, and Nal'chik, around zero in Arkhangelsk, Kirov, Riga, and Simferopol', one deg_?ee above zero in Len- ingrad, 2 in Petrozavodsk, and 4 in Krasnodar and Makhachkala. During the first half of the day, light precipitation was recorded in the northern re- gions and the Middle Volga Region. Comparatively warm weather was recorded in Siberia 'in the Novosibirsk area, where the temperature was 3 degrees below zero; it was 6 degrees below zero in Barnaul, 12 below in Omsk, 18 below in Krasnoyarsk, 20 below in Irk- utsk, and 24 below in Chita. Snow fell in many areas of Western Siberia. The noon temperature in Tbilisi was 5 degrees above zero; it was about zero in Yerevan. Comparatively warm weather was recorded in the Kazakh SSR. Noon temper- atures were 2 degrees above zero in Dzbambul, one degree below zero in Alma- Ata, 5-6 below in Kzyl-Orda, and Semipalatinsk, 8 below in Aktyubinsk, and 10 below in Akmolinsk. Daytime temperatures were about 5 degrees above zero in Ashkhabad, 2 in Tashkent, and zero in Stalinabad. 17 January On 16 January, moderate subzero weather prevailed in almost all the European USSR, except the Caucasus. Temperatures at 1300 hours were 7 de- grees below zero in Kiev and Odessa, 8 below in Kishinev and Voronezh, 11 below in Minsk, Saratov, and Stalingrad, 6 below in Moscow, Chkalov, and Sverdlovsk, 4 below in Kirov and Vologda, and 3 below in Arkhangcl.'sk and Petrozavodsk. The highest temperature was recorded in Tbilisi, Yerevan, and Makhachkala where a temperature of 4 degrees above zero was recorded. It was zero in Simferopol' and Rostov on the Don. Especially low subzero temperatures were not observed during the night. A considerable drop in temperature during the night to 16-17 degrees below zero was recorded in Kamyshin and Voronezh. On 16 January, snow fell in the western Ukraine, the Baltic republics, and in many areas of the northern regions. The growth of crops has ceased every- where' including the extreme south, except on the Black Sea coast of the Caucasus. Winter crops are standing the winter well ever:r.rhere. Conditions for the winte.. pasturage of cattle were favorable. No s'b-zero temperatures or heavy winds were recorded. During the night, the temperature dropped to 22 below in Barnaul, to 26 below in Nizhneudinsk, and to 40 below in Irkutsk. The fields everywhere were covered with snow. Snowfalls occurred in Tobol'sk, Omsk, Novosibirsk, and Krasnoyarsk. Temperatures in Central Asia and southern Kazakh SSR were about zero. Snow fell in the mountain regions. 18 Ja ary On 17 January, cloudy weather with slightly sub-zero temperatures pre- vailed in all of the European USSR. Light snowfalls were recorded in Arkhan- gel'skaya Oolast, the Belorussian SSR, Komi SSR, and the northern Urals. Daytime temperatures ranged between 11 and 13 degrees below zero in Kirov, Ufa, and Kuybyshev. It was comparatively cold in the western regions of the Ukrainian and Moldavian SSRs. Temperatures were 7 degrees below zero in L'vov and Odessa, and 12 below in Kishinev and Kiev. During the day, temperatures in the Kuban' were above zero. The temper- ature was one degree above zero in Krasnodar. It was 2 degrees above zero in the Makhachkala area in the Dagestanskaya ASSR. The snow cover has disappeared in the Northern Caucasus and Stalinskaya and Voroshilovgradskaya oblasts. There was little snow in the fields of Khar'- kovskaya and Sumskaya oblasts. It became warmer in Western and Eastern Siberia. Snow fell in many areas of Siberia. Daytime temperatures were 10 degrees below zero in Omsk, 12 below in Novosibirsk and Barnaul, and 13 below in Irkutsk. The temperature in Chita was 21 degrees below zero during the day. During the day, temperatures rose to 4-5 degrees above zero in the re- publics of Central Asia. Sub-zero temperatures of 3 to 4 degrees prevailed dur- ing the right. 20 January On 19 January, light precipitation was observed in all the regions north of a line running from Pinsk to Voronezh and Chkalov. Comparatively heavy snowfalls were recorded only in the Belorussian SSR. No precipitation was re- corded anywhere in the European USSR, south of the above-mentioned line. Noon temperatures in the northern regions ranged from one to 5 degrees be- low zero. Temperatures ranged between 5 and 9 degrees below zero in the Mos- cow, Orel, Saratov, Kiev, Lvov, and Stalingrad areas, and were about 3 degrees below around Odesca and Rostov on the Don. Above-zero temperatures were recorded only in the Kuban' (Krasnodar 2 degrees) and in Dagestanskaya ASSR. Temperatures rose in Western Siberia. Daytime temperatures were 1.1 degrees below zero in Novosibirsk. and 8 below in Barnaul and Krasnodar. Light snow- falls were recorded in some areas of Siberia. It was somewhat warmer in Eastern Siberia and the Transcatcasus. Daytime temperatures there ranged between 16 to 22 degrees below zero. Daytime temper- atures were 2 degrees above zero in Ashkhabad and Stalinabad, about one below in Tashkent, 2 below in Dzhambul, and 6 below in AL' n-Ata. In a period of 24 hours, temperatures dropped 5 to 10 degrees. Noon temperatures ranged from about 12 to 15 degrees below zero in Arkhangelsk, Velikiye Luki, and Petrozavodsk; it was 10 below in Minsk and 5 below in Riga. Overcast, locally cloudy weather, with slightly sub-zero temperatures prevailed in all the rest of the European USSR. Daytime temperatures were 6 degrees below zero in Moscow, Gor'kiy, Tambov, Lvov, and Stalingrad. Light snowfalls were recorded in all the areas north of Zbitomir, Orel, and Ufa. Temperatures ranged between one and 2 degrees below zero in the Simferopol' and Rostov on the Don areas. Light snowfalls fell in the Crimea. During the day, rising temperatures, as high as 3 degrees above zero, were recorded every- where in the Kuban' and Dagestanskaya ASSR. Rain fell in Krasnodar. It was mostly warm and dry in the Transcaucasus. A daytime temperature of 10 degrees above zero was recorded in Tbilisi. Moderate sub-zero weather prevailed in Western Siberia. Daytime tempera- tures were 13 degrees below zero in Omsk, 10 below in Novosibirsk, and 8 below in Barnaul. Several areas reported light snowfalls. Slightly below zero temperatures prevailed in Central Asia. Temperatures were above zero in some localities. Daytime temperatures were 3 degrees above zero in Stalinabad, and 4 above in Ashkhabad. 22 January On 21 January, there was no substantial change in the weather. Colder weather spread to the Ukraine and the Crimea, where the daytime temperature dropped 2-4 degrees during a period of 24 hours. Noon temperatures were 8 degrees below zero in Odessa and Kishinev and the same temperature also pre- vailed in Kiev, Orel, Gor'kiy, Chkalov, Kirov, and Vologda. Temperatures rose somewhat in the northern and northwestern regions of the European USSR. Day- time temperatures were 3 degrees below zero in Arkhangelsk, zero in Petrozavodsk and Leningrad, and 2 degrees above zero in Riga. Above-zero temperatures pre- vailed in the Kuban' and Dagestanskaya ASSR. Heavy snowfalls occurred almost everywhere except in the Ukraine. Heavy precipitation, here and there in the form of rain, fell in the Northern Caucasus and Lower Volga Region. There still is no snow cover in the Ukraine west of the Dnepr and in the Northern Caucasus. A light snow cover 5 centimeters high covered the fields of the Crimea, and Khersonskaya, Kirovogradskaya, Sumskaya, Kurskaya, Orlovskaya, and Voronezhskaya oblasts. Meanwhile, the depth of the snow cover has reached 40-50 centimeters in the northern regions. Warm weather without precipitation prevailed in the Transcaucasus. The daytime temperature in Tbilisi was 12 degrees above zero. Temperatures dropped in Western Siberia. Daytime temperatures were 14-16 degrees below zero in Omsk, Novosibirsk, and Barnaul. Slightly sub-zero weather prevailed in Eastern Siberia. Daytime temperatures were 3 degrees below zero in Krasnoyarsk and Irkutsk, and 5 degrees below zero in Chita. Daytime temperatures in Central Asia were above zero, ranging from about 2 to 8 degrees above zero.
