THIS IS UNEVALUATED INFORMATION Ukrainskiy Khimicheskiv Zhurnal Vol 20, No 1, pp 107-111 THIRD UKRAINIAN REPUBLIC CONFERENCE ON ORGANIC CHEMISTRY The Third Ukrainian Republic Conference on Organic Chemistry was held from 13 to 17 Nov 1953 in Kiev at the Institute of Organic Chemistry, Academy of Sciences Ukrainian SSR. The conference was attended by chemists from Kiev, Kharkov, Dnepropetrovsk, Moscow, Lvov, Odessa, Uzh~orod, and other cities. Because of the large number of reports to be presented, the fo]lowing two sec- tions were organized in addition to the plenary sessions: (lj a section an organic synthesis, and (2) n section on dyestuffs and color properties. Tventy- nine reports were presented at nine meetings. The conference passed the fol- lowing Resolution of the Third UE?sainian Republic Conference on Organf.c Chem- istry. However the conference notes that the development of scientific research in the f_ ld of organic chemistry in the Ukraine still does not correspond fully to the problems put before the organic chemists by the decisions of the 19th Congress of the CPSU, and the decrees issued by the Party and the Gov- ernment. Coordination of scientific research being done at the chairs of higher educational institutions and at the scientific research establishments is lacking in the UYsaine. 2. Work on high-molecular compounds (plastics, synthetic fibers, crude rub~rn tibeen developed inwthetUkra ne~orpersonnelnforaworkrin these fields is not being prepared at the higher educational institutions of the Ukraine. 3? Work on the utilization of cyclic compounds derived from ccal tar has not been sufficiently developed. 4. In spite of the fact that a laboratory of elrcmatic Compounds has been created within the Institute of Organic Chemistry Ukrainian SSR, and that the work of this laboratory deals with such important problems as the search for new insectofungicides, the Presidium of the Academy of Sciences Ukrainian SSR did not provide the laboratory with the necessary housing facilities and person- nel. 5? The chairs of organic chemistry at higk;er educational, institutions are not sufficiently well-provided witi~ modern laboratory equipmert. This inter- feres with conducting scientific research on a high level. 4lith the aim of e;cpending the work of Ulu?ainian organic chemists along the lines stipulated by the Fii'th Session oi' the Supreme Soviet USSR, the September plenum of the CPSU, the October rlenum of the Ukrainian Cotrmiunist Party, and the subsequent decrees of the Central ^ommittee of tha CPSU and the Council of Ministers USSR, the Third Ukrainian Republic Conference on Organic Chemistry considers it necessary to: 1. Pose the question of creating a center in the Ukraine for coordinat- ing work in organic chemistry. 2. Assure development in the Ukraine of work on high-molecular com- pounds by taking the following steps: s. Create at either one or two Ukrainian higher educa.tioral institu- tions chairs on plastics and on ,ynthetic fibers. b. Ask the Presidium of the .",cade~y of Sciences Ukrainian SSR to de- cide the question of creating a laboratory of high-molecular compounds at the Institute of Organic Chemistry, Academy of Sciences U)rainian SSR during the current 5-year period. .5? view as the for?most problem of Ulcrairinn organic chemists the develop- ment of a large number of effective insectofungicides in the near future for the fight against plant nests, with the ;:tu-pose of rendering the quickest aid in the task oi' sharply increasing agricultural yields. For this purpose it is es- sential to take the follcwing steps; a. Recommend to the chairs of higher educational institutions that they include in the research plans for 1951+-1:55 problems dealing with the chemical means for figh?ing plant pests and also problems dealing with plant growth sub- stances and organic fertilizers. b. Develop scientific research work on the study of organic raw materials found in the Ukraine and on the broad industrial utilization of products con- tained in coal and lignite tars, as well as in natural and industrial gases and in petroleum. Ask the Ministry of Ferrous Metallurgy USSR to restore to a fu_1.1 extent the work done earlier in this field at the Coal Chemistry Institute in Kharkov. 5., Develop on a broader scale work on the complex purification of waste waters from Ukrainian factories. 6? Draw the attention of Ukrainian organic chemists to the necessity of studying the by-products of the agricult,u~al and wood industries. 7? Continue work on the development of Butlerov's rcaterialistic theory of structure in the light of modern concepts of the structure of matter, and broaden the use of physicochemical methods of research (spectroscopic, electro- graphic, X-ray, kinetic, etc.) for this purpose. 8. Develop on a broader scale the study of the history of organic chem- istry azi3 technology in the Ukraine. In connection with the pending celebration of a historical date in the lives oP the Russian and Ukrainian people, that of the union of the Ukraine with Russia, the conference calls on all organic chemists in the Ukraine to present reports popularizing achievements in the field of chemical sciences in the Ukraine. 9. Ask the Ministry of Chemical, Industry IfiSR to improve ilia supply of chemical reagents to chemical laboratories; and escecially organize the supply and wide sale of technical products including intermediates, lo:r-boiling sub- stances in cylinders, technical acids, caustic alkalies, and solvents. Ask the Ministry of l+lachine and Instrument Building USSR to improve the supply of modern apparatus to chemical laboratories. i0.
