USSR WEATHER AND CROP INFORMATION 30 NOVEMBER-30 DECEMBER 1953

1 December
Temperatures rose considerably in all the European USSR. Daytime tempera-
tures were above zero almost everywhere except in the Urals and the Volga Region,
where light subzero temperatures prevailed. Day-time temperatures were one de-
gree above zero in Arkhangelsk, Petrozavodsk, Orel, Voronezh, and Voroshilov-
grad; 2, in Leningrad, Moscow, Dnepropetrovsk, and Rostov on Don; 3, in Riga,
Minsk, and Kishinev; 5, in Kiev; 6, in Simferopol' and Odessa; and 8, in Kras-
nodar. Moderate subzero temperatures prevailed in the eastern regions. Day-
time temperatures were 8 degrees above zero " Gor'kiy and Saratov and 12, in
Kirov, Sverdlovsk, and Kuybyshev.
Quite heavy snowfalls were recorded in the northern, northwestern, and
central regions, the central hern,,ea zone, and most of he Ukrainian SSR.
Wet snow fell in some areas. During the first 12 hours of 30 November, precip-
itation amounted to 5-9 millimeters. Snow fell in the Transcaucasus.
Subzero temperatures abated in Western Siberia. Extreme subzero tempera-
tures prevailed in Novosibirskaya Oblast and Altayskiy Kray, where a daytime
temperature of 23 degrees below zero was recorded. Daytime temperatures were
17 degrees below zerc in Omsk and 11 below in Tobol'sk. Temperatures dropped
in the eastern portion of the Kazakh SSR. Day-time temperatures were 22 degrees
below zero in Semipalatinsk and 10 below in Alma-Ata.
On 30 November, slightly below zero temperatures prevailed in the Turkmen
SSR. The daytime temperature in the Tadzhik SSR was 6 degrees above zero.

2 December
On 1 December, overcast skies a.id very war, weather for this time of the
year prevailed in most of the European USSR. Rain fell in the Belorussian SSR
and in the central aad northwestern regions. Snow, which changed to rain in
some localities, fell in the Volga Region.
Daytime temperatures were above zero everywhere ex.ept in the Urals and
the Middle Volga Region. Temperatures were one degree above zero in Arkhangel'sk
and Saratov, 3, in Orel, Moscow, and Vologda, 6, in Kiev, Rostov on Don, and
Minsk, 8, in Kishinev, Simferopol', and Krasnodar, and 10, in Odessa.
The snow cover which had formed earlier has diminished or changed to ice
in some localities or disappeared completely. Snow has completely disappeared
from fielis in the Baltic republics, the Belorussian SSR, the Ukrainian SSR
west of the Dnepr, the Crimea, and the Kuban'.
Moderate subzero temperatures ranging between 5 and 10 degrees below zero
prevailed during the day in the Urals. During the night, temperatures dropped
as low as 30 degrees below zero in Tomakaya and Novosibirskaya Oblasts and
Altayskiy Kray. A snow cover has formed everywhere. Snowfalls and snowstorms
are continuing in many areas. Approximately the same type of weather prevailed
in the northern portion of the Kazakh SSR.
A daytime temperature of about zero was recorded in Central Asia. Snow
has disappeared from most areas. Light precipitation fell in the eastern por-
tion of the Tadzhik SSR.and the southern portion of the Kirghiz SSR.
3 December
On 2 December, warm weather prevailed in the western, central, and southern
regions of the European USSR. Daytime temperatures were one degree above zero
in Leningrad, Moscow, Orel, and Voronezh, 2, in Saratov and Stalingrad, 3, in
Lvov and Rostov on Don, 4, in Minsk and Voroshilovgrad, 6, in Kiev and Krasnodar,
7, in Riga, 8, in Odessa, and 9, in Makhachkala. Daytime temperatures were 2
degrees below zero in Kirov, 3 below, in Kazan', 4 below, in Sverdlovsk, and
7 below, in Chkalov. Light precipitation in the form of rain and snow wes re-
corded in Arkhangel'skaya, Vologodskaya, and Kirovskaya oblasts, the central
chernozem zone, the Middle and Lower Volga Region, and the Northern Caucasus.
Cold weather prevailed in Western Siberia and the eastern portion of the
Kazakh SSR. Daytime temperatures were 25 degrees below zero in Semipalatinsk,
23 below, in Almolinsk, and 21 below, in 3arnaul, Omsk, and Tobol'sk.
Light snowfalls fell in some localities in Krasnoyarskiy Kray.
Rising temperatures were z corded in the Turkmen and Tadzhik SSRs.
4 December
On 3 December, unusually warm weather for this time of year prevailed in
mast of the European USSR. Precipitation mostly in the form of rain was re-
corded in the northern regions. Especially warm weather prevailed in the
western regions. Daytime temperatures were 10 degrees above zero in Riga and
Kishinev, 7, in Minsk, Kiev, and Krasnodar, 5, in Leningrad, Moscow, and Kursk,
and about zero in the Volga Region.
The snow cover has disappeared in all of the Ukrainian SSR and the western
portion of the central zone approximately as far as Moscow and ice has broken
up on rivers and l.:kes. The snow cover has diminished in .he eastern regions.
An ice cover was recorded in Gor'kovskaya and Saratovskaya oblasts.

Pasturing of cattle has resumed in the Crimea, the Moldavian SSR, and many
areas of the Ukrainian SSR. Grass has b ?n to grow again in some localities
in the southwestern regions.
Considerably below zero temperatures prevailed in Western Siberia. Day-
time temperatures were 20 degrees below zero in Barnaul and Novosibirsk and
24 below in Omsk. Snowfalls and snowstorms were recorded in the Ural regions
of Siberia.
Rising temperatures prevailed in the southern portion of the Kazakh SSR
and Central Asia. Snow fell in the mountain regions of Central Asia.
5 December
On 4 December, very warm weather prevailed in almost all the European USSR.
In Moscow, for example, the average daily temperature was 10 degrees higher
than usual for this time of the year.
Slightly below zero temperatures prevailed in the extreme northern and the
eastern regions of the European USSR. Temperatures were 4 degrees below zero
in Syktyvkar and Sverdlovsk and 2 below in Ufa. Precipitation in the form of
rain and wet snow was recorded in the northwestern regions.
Warmer weather prevailed in Western Siberia. On 4 December, day-time tempera-
tures were 12 degrees below zero in Omsk and Novosibirsk and 16 below in Barnaul.
Extreme subzero temperatures were recorded in Eastern Siberia and the Transbaykal.
Cool weather prevailed in Central Asia and the southern portion of the
Kazakh SSR.

8 December
After a prolonged period of sharply rising temperatures, a drop 'n tempera-
tures which began on 7 December had gripped almost all the European USSR except
the extreme western and southern regions by the middle of the day. Temperatures
were about 5 degrees below zero in Arkhangelsk, Kirov, and Sverdlovsk, 2 below
in Moscow, Kuybyshev, and Saratov, and one below in Minsk, Kiev, Voronezh, and
Stalingrad. Daytime temperatures ranging between one and three degrees above
zero were recorded in Riga, Kishinev. Odessa, and Krasnodar.
As a result of the recent heat wave, the snow cover disappeared in the north-
western, central, and southeastern regions. On 7 December, the boundary of the
continuous snow cover followed a line running from Petrozavodsk to Kostroma,
Saratov, Ural'sk, and Gur'yev. To the east of this line, the snow cover diminished
noticeably. During the first 12 hours of 7 December, light snowfalls were
recorded in the northeastern regions and the Middle Volga Region. Precipitation,
mostly in the form of rain, fell in the Northern Caucasus.
Cloudy weather with snowfalls, snowstorms, and strong winds prevailed in
Western Siberia. Daytime temperatures ranged between 2 and 3 degrees below
zero. It was somewhat colder in Eastern Siberia. The temperature was 12 degrees
below zero in Krasnoyarsk. Extreme subzero temperatures prevailed in the Trans-
baykal, especially during the night.

Warm weather with light rains prevailed in Central Asia. Daytime tempera-
tures were about 9 degrees above zero in Ashkhabad and 5, in Stalinabad.

11 December
On 10 December, cloudy with clearing weather without precipitation, accom-
panied by temperatures considerably higher than usual for this time of the year,
prevailed in most of the European USSR. A sharp drop in temperatures has begun
in the extreme northeastern regions and is gradually spreading into the Urals
and adjacent regions. During a 24-hour period, the temperature in Komi ASSR
dropped 8-10 degrees. On 10 December, daytime temperatures were 13 degrees
below zero in Syktyvkar, 9 below in Kirov, and 5 below in Vologda. On the night
of 10 December, temperatures dropped to 20-23 degrees below zero in the northern
Urals. It is gradually becoming colder in the Volga Region. Noon temperatures
were one degree below zero in Kuybyshev and 2 below in Ufa and Chkalov. Moderate
snowfalls were recorded in the Urals and adjacent regions.
Warm weather prevailed in the Belorussian SSR, the Ukrainian SSR, the Crimea,
and the Northern Caucasus. Temperatures were 2 degrees above zero in Minsk and
L'vov, 3, In Voroshilovgrad and Krasnodar, and 5, in Kishinev.
Overcast weather prevailed in Western Siberia. Snow fell and strong winds
and snowstorms were recorded. Daytime temperatures were 5 degrees below zero
in Omsk and 8 below in Novosibirsk and Barnaul.
Warm weather prevailed in Central Asia and the eastern portion of the Kazakh
SSR. Temperatures were 7 degrees above zero in Tashkent, t, in Alma-Ata, and
5, in Stalinabad.
On 11 December, gradually dropping temperatures prevailed in the Urals,
the Volga Region, and the Northern Caucasus. Daytime temperatures were zero
in Rostov on Don and Krasnodar, 4 below in Stalingrad, 10 below in Saratov, 13
below in Kuybyshev and Chkalov, and 15 below in Ufa and Kazan'. The drop in
temperatures has spread to the central zone. On 11 December, temperatures were
6-7 degrees below zero in Moscow and Tambov while the day before they were above
zero.
Warm weather prevailed in the western regions. Temperatures were 2 degrees
below zero in Riga and Minsk and 5 degrees above in Kishinev. Temperatures
rose considerably in Arkhangel'skaya Oblast and Komi ASSR. Temperatures rose
to,zero in some localities, whereas the day before they had dropped as low as
15 degrees below zero. Snowfalls were recorded in the northern regions.
Light rains which changed to snow in some places fell in the southern por-
tionof the Belorussian SSR, some areas of the western regions of the Ukrainian
SSR, and the Lower Volga Region.

Daytime temperatures rose to 2-5 degrees above zero in Central Asia. Sub-
zero temperatures were recorded during the night.
1313 December
On 12 December, rising temperatures prevailed in the northern regions of
the European USSR, but temperatures dropped in the southern regions. As a
result, the unusual situation of colder weather in the extreme southern regions
than in the northern regions appeared. For example, it was colder in Odessa
than in Arkhangelsk and the temperature in the Kuban' was lower than in Komi
ASSR.
The lowest daytime temperature of 15 degrees below zero was recorded in
the Urals. Temperatures were 6-7 degrees above zero in the Volga Region, 5,
in Moscow, Minsk, and Voronezh, 3, in Krasnodar and Kiev, 2, in Leningrad and
Syktyvkar, one degree below zero in Odessa, and zero in Kishinev and Arkhangelsk.
Snow fell in the Urals and the Northern Caucasus and rains were recorded
in some localities in Arkhangel'skaya Oblast and Komi ASSR. An ice cover has
formed in many areas of the Ukrainian SSR. Vegetation is in the winter quiescent
stage everywhere. Crops are standing the winter well.
Temperatures of about 10 degrees below zero prevailed in Western Siberia,
except in the northern portion of Tyumenskaya Oblast where temperatures dropped
to 25-30 degrees below zero. Snowfalls and snowstorms were recorded in many
areas of Siberia. The depth of the snow cover has reached 15-20 centimeters
almost everywhere.
Asia. Snow fell and daytime temperatures of about zero were recorded in Central

15 December
On 14 December, the coldest weather was recorded in the southern and south-
eastern regions of the European USSR. DE?,-timr temperatures were 6 degrees below
zero in Krasnodar, 7 below in Kishinev , and 8 below in Grozny and Kiev. Tempera-
tures dropped again on the Black Sea coast of the Caucasus. On the night of
14 December, temperatures dropped to 2 degrees below zero in the Sukhumi area.
Comparatively warm weather prevailed in the northern regions. Daytime tempera-
tures were about one degree below zero in Sverdlovsk and Kazan', 4 below in
Syktyvkar and Petrozavodek, and 5 below in Vclogda. Daytime temperatures ranged
between 4 and 6 degrees below zero in the rest of the European USSR. Snow
fell only in the Middle and Lower Volga Regions.
Overcast weather with snowfalls prevailed in Western Siberia. Light snow
fell almost everywhere. Daytime temperatures were 10 degrees below zero in
Omsk and 16 below in Novosibirsk and Barnaul. Snowfalls were recorded in the
northern portion of Krasnoyarskiy Kray, where the daytime temperature was 9
degrees below zero.

On 15 December, moderate subzero weather prevailed in almost all the European
USSR. Temperatures at 1300 hours were 7-8 degrees below zero in Stalingrad,
Lvov, Kursk, Minsk, and Vologda and 10 below in Kirov, Chkalov, and Saratov.
It was somewhat warmer in the extreme south and the extreme north.

17 December
Subzero temperatures have gradually increased in the European USSR. On
16 December, temperatures were 7 degrees below zero in Arkhangelsk, Tambov,
and Odessa and 5 below in Moscow and Nal'chik. It was somewhat colder in the
Urals. It was 10 degrees below zero in Ufa.
Light snow fell in the Urals, some areas of the Middle Volga Region, and
almost everywhere in the Northern Caucasus. Heavy snowfalls and snowstorms
were recorded in the Crimea and Dagestanskaya ASSR where 5-7 millimeters of
snow fell during the first 12 hours of 16 December. Abundant rains fell on the
Black Sea coast of the Caucasus. A snow cover has formed in most areas of
Rostovskaya and Groznenskaya oblasts and Krasnodarskiy and Stavropol'skiy Krays.
Slightly below :.ero temperatures with quite heavy snowfalls and snowstorms
in certain localities prevailed in Western Siberia and the northern portion of
the Kazakh SSR.
Daytime temperatures in Central Asia were 11 degrees above zero in Stalin-
abad, 6 above in Tashkent, and 4 above in Ashkhabad.
18 December
Cloudy and, in some areas, overcast weather without precipitation accom-
panied by moderate subzero temperatures prevailed in most of the European USSR.
On 17 December, daytime temperatures ranged between 9 and 14 degrees below zero
in the northeastern regions and the Urals. Temperatures of 5-9 degrees below
zero were recorded in the rest of the European USSR, including the Crimea, he
Kuban', and the extreme southern portion of the Ukrainian SSR.

During the first 12 hours of 17 December, light snowfalls were recorded
in Arkhangel'skaya Oblast, some places in the central chernozem zone, the south-
ern portion of the Ukrainian SSR, the Lower Volga Regi.,n, and the Crimea. An
ice cover has formed in sore areas of the Lower Volga Region and in the Northern
Caucasus.
Moderate subzero temperatures prevailed in Western Siberia. Daytime tempera-
tures were 9 degrees below zero in Novosibirsk, 10 below in Omsk, and 11 below
in Barnaul. The zone of precipitation moved towards the east and on 17 December
light snowfalls were recorded in Kamerovskaya and Tomskaya oblasts and Krasno-
Yarskiy Kray.
Daytime temperatures in Central Asia were one degree above zero in Ashkhabad
and 4 above in Stalinabad. A light snow cover has formed in some areas of the
northern portion of the Turkmen SSR.
Rising temperatures prevailed in the northern portion of the European USSR.
On 18 December, temperatures were one degree below zero in Arkhangelsk, 2 below
in Petrozavodsk, and 3 below in Vologda.
Temperatures considerably below zero for that area prevailed in the south-
ern regions. Daytime temperatures were 6 degrees below zero in Grozny and Kras-
nodar and 8 below in Odessa. Subzero temperatures have also spread to the Black
Sea coast of the Caucasus. During the night of 18 December, the temperature in
Sukhumi dropped to 2 degrees below zero. Snowfalls were recorded in the south-
ern regions.
Cloudy weather, mostly without precipitation, accompanied by considerably
below zero temperatures prevailed in the central regions, the northern portion
of the Ukrainian SSR, and the Middle Volga Region. Daytime temperatures were
9 degrees below zero in Minsk and 10 below in Gor'kiy and Kuybyshev. The low-
est temperatures were recorded in the northeastern regions. Daytime tempera-
tures were 14 degrees below zero in Kirov and 12 below in Sverdlovsk.
Temperatures dropped considerably in Western Siberia. Noon temperatures
were 21 degrees below zero in Novosibirsk, 17 below in Barnaul, and 19 below
in Krasnoyarsk. Temperatures ranged between 7 and 9 degrees below zero in
Omskaya and Tyumenskaya oblasts.
Heavy snowfalls were recorded in the south;rn portion of the Kazakh SSR
and the Kara-Kalpakskaya ASSR. Daytime temperatures were one degree above zero
in As'?.,cabad and Staling bad and zero in Tashkent.
20 December
On 19 December, moderate subzero weather with heavy snowfalls prevailed in
almost all the European USSR. Comparatively warm weather prevailed in the north-
ern regions. Temperatures were 2 degrees below zero in Petrozavodsk, 4 below
in Kishinev and Kiev, 10 below in Kazan', Riga, Orel, and Voroshilovgrad, 12
below in Minsk and Stalingrad, and 15 below in Kuybyshev.
A light snow cover has formed almost everywhere. Most of the snow in the
last few days has fallen in the Northern Caucasus, the Crimea, and some areas
of the Moldavian and Ukrainian SSRs. A snow cover vith a depth of 10-20 centi-
meters has formed in the Urals and the Middle Volga. Region.

Orchards and winter crops are standing the winter well. Conditions for
the winter pasturing of cattle are good in the Caspian Region.
Temperatures dropped in Western Siberia. Daytime temperatures were 21
degrees below zero in Omsk and Novosibirsk and 26 ;glow in Barnaul. During
the night, temperatures in Tomskaya and Novosibirskaya oblasts dropped to
30-3? degrees below zero. The drop in temperatures spread into the northern
regions of the Kazakh SSR, where temperatures dropped to 15-20 degrees below
zero. Snowfalls were recorded in many areas of Western Siberia and the north-
ern portion of the Kazakh SSR.
Snow fell in Central Asia. Daytime temperatures were about zero; during
the night, they dropped to about 5 degrees below zero.

On 21 December, overcast weather with light snowfalls accompanied by mod-
erate subzero temperatures prevailed in almost all the European USSR.
A snow cover has formed almost everywhere including the Crimea and the
Caucasus, but its depth is less than 5 centimeters in most cases, and it reaches
a depth of 20-30 centimeters only in the Urals and in some localities in the
Transcaucasus. The depth of the frozen ground is gradually increasing and has
already reached 20-30 centimeters in most areas and even 50 centimeters in some
places in the northern portion of the Ukrainian SSR and the chernogem zone.
Subzero temperatures have begun to abate in Western Siberia.
23 December
On 22 December, moderate subzero weather with snowfalls prevailed in the
European USSR. The height of the snow cover is gradually increasing. Daytime
temperatures were 6 degrees below zero in Simferopol', Kiev, and Rostov on
Don, 9 below in Kursk, Moscow, and Tambov, and 15 below in Sverdlovsk, Ufa,
Kazan', and Kuybyshev.
Snowfalls were recorded in all the northern regions of the European USSR
approximately as far as Tula and also in the Volga Region, the southern and
eastern portions of the Ukrainian SSR, and the Northern Caucasus. Winter crops
are standing the winter well. Due to the formation of a loose snow cover, pros-
pects for the further continuation of this situation are good.
Temperatures have begun to drop in Western Siberia. Daytime temperatures
were 21 degrees below zero in Omsk and 23 below in Barnaul. Approximately the
same 'subzero temperatures prevailed in the eastern portion of the Kazakh SSR.
These low temperatures are not a threat to winter crops because of the deep
snow cover.
Temperatures rose in the southern portion of the Kazakh SSR and Central
Asia. Rain or snow fell in many areas. Temperatures were about zero in Dzham-
bul and Kzyl-Orda, 10 degrees above zero in Tash,cent, and 13, in Stalinabad.

During the first 12 hours of 23 December, snowfalls were recorded in the

and the northern Urals.
Daytime temperatures were 19 degrees below zero in Syktyvkar, 21 below in
Kirov, 20 below in Kazan' and Ufa, 15 below in Chkalov, 14 below in Kuybyshev,
and 12 beloj in Saratov and Stalingrad. Cold weather prevailed in the Northern
Caucasus. Daytime temperatures were 10 degrees below zero in Rostov on Don and
7 below in Makhachkala.
The snow cover has increased as a result of snowfalls. Fewer and fewer
areas remain without a snow cover. A snow cover is completely absent only in
the extreme western portions of the Baltic republics and the Ukrainian SSR and
in some areas of Kurskaya, Sumskaya, Chernigovskaya, and Khar'kovskaya oblasts.
No precipitation was recorded in Western Siberia. Daytime temperatures
were 16 degrees below zero in Omsk, 17, in Novosibirsk, and 18, in Barnaul.
Cold weather with snowfalls and rains prevailed in Central Asia and
the southern portion of the Kazakh SSR. During the first 12 hours of 23 Decem-
ber, precipitation amounted to 8-14 millimeters in some areas.
25 December
On 24 December, overcast weather with subzero temperatures prevailed in
the European USSR. Snowfalls were recorded in the Urals, the central regions,
the Moldavian SSR, and the Northern Caucasus. Daytime temperatures were 20
degrees below zero in Ufa, 15 below in Chkalov and Kuybyshev, and 13 below in
Saratov and Stalingrad. Temperatures ranging between 13 and 15 degrees below
zero were recorded in the central chernozem zone. Warmer weather prevailed in
the western and southern regions. Temperatures were 7 degrees below zero in
Riga, Minsk, Kiev, and Simferopol' and about zero in Krasnodar.
A loose snow cover with a depth of approximately 5 centimeters has formed
almost everywhere. A compact snow cover with a depth of 20-30 centimeters has
formed in the Urals. Crops are standing the winter well.
Temperatures rose in Western Siberia. Daytime temperatures were 10 degrees
below zero in Novosibirsk and Barnaul compared with 17-18 degrees the day before.
Snow fell in Omskaya and Tyumenskaya oblasts.
Cold weather prevailed in the southe n portion of the Kazakh SSR and Cen-
tral Asia. Daytime temperatures were below zero everywhere and during the
night they dropped to 8-12 degrees below zero. Snowfalls which were quite
heavy in some localities were recorded in the Kirgiz and Tadzhik SSRs and the
eastern portion of the Uzbek SSR. A snow cover has formed again almost every-
where.
26 December
On 25 December, temperatures dropped in the Urals and spread into the
Volga Region and ..he Northern Caucasus. Temperatures rose in the Baltic re-
publics and spread into the Belorussian SSR and the western portion of the
Ukrainian SSR. Snow fell in the Volga Region and the Northern Caucasus. Day-
time temE._ratures were 2 degrees below zero in Petrozavodsk, 3 below in Len-
ingrad, 4 below in Riga, 7 below in Minsk, 10 below in Krasnodar, 15 below in
Rostov on Don, Saratov, and Gor'kiy, 20 below in Chkalov, Sverdlovsk, and
Syktyvkar, and. 23 below in Kirov. During the night, the temperature on the
Black Sea coast of the Caucasus dropped to zero.

A drop in temperature in the Urals spread into Western Siberia. Daytime
temperatures were 20 degrees below zero in Tobol'sk compared with 12 below the
day before and 16 below In Novosibirsk. Warmer weather prevailed in the regions
further to the east. The temperature in Krasnoyarsk was 7 degrees below zero.
Snowfalls were recorded in many areas of Siberia.
Moderate subzero temperatures prevailed in the southern portion of the
Kazakh SSR. Daytime temperatures were 8 degrees below zero :r. Dzhambul and
10 below in Kzyl-Orda, The daytime temperature in Central Asia was about zero.
A snow cover has formed almost everywhere.
27 December
On 26 December, light snowfalls were recorded in most of the European USSR.
Slightly below zero temperatures prevailed in the Baltic republics and in the
northwestern and northern regions. Daytime temperatures were 2 degrees below
zero in Arkhangelsk and Petrozavodsk and 3 below in Leningrad and Riga. Con-
siderably below zero temperatures for that area were recorded in the southern
regions. Daytime temperatures were 9 degrees below zero in Krasnodar and 10
below in Simferopol' and Odessa. During the night of 26 December, temperatures
were 14 degrees below zero in Feodosiya and 5 below in Yalta. txtreme subzero
temperatures were recorded in the eastern portion of the Ukrainian SSR. Day-
time temperatures were 19 degrees oelcw zero in Dnepropetrovsk and 20 below in
Voroshilovgrad.
Light snowfalls were recorded in the northern portion of the Kazakh SSR,
in Altayskiy Kray, and in Tomskaya and Kemerovskaya oblasts. During the first
12 hours of 26 December, considerably below zero temperatures, mostly without
precipitation, prevailed in Western Siberia.
Daytime temperatures were slightly above zero in Central Asia. It was 5
degrees above zero in Tashkent.
28 December

29 December
On 28 December, temperatures were 15 degrees below zero in Kirov, Sverdlovsk,
Chkalov, Kuybyshev, and Saratov and 18 below in Rostov on Don and Stalingrad.
During the night of 28 December, temperatures dropped as low as 25 degrees below
zero, but by noon they had risen to 5-10 below. Warm weather for this time of
the year prevailed in the northern and western regions. Temperatures were about
3 degrees below zero in Arkhangelsk, Petrozavodsk, and Riga during the day and
night and, during the day, 5 below in Moscow, 4 below in Kiev, and one below in
Lvov.
Snow fell in the western portion of the Ukrainian SSR, in the Belorussian
SSR, in many areas of the central regions, and in the northern Urals. A snow
cover has formed everywhere except in the Baltic republics, the Moldavian SSR,
and the Transcaur_asus, where there is no snow in some plac?s, Crops are standing
the winter well everywhere.
Temperatures rose considerably in Western Siberia. Daytime temperatures
were 7-8 degrees below zero in Novosibirsk ant Ba.naul and only dropped as low'
as 25-30 degrees below in Tyus.anskaya Oblast. A snow cover has formed every-
where. Snowfalls were recorded in Novosibirs:;aya Oblast and Altayskiy Kray.
Conditions for winter crops are good.

31 December
Light snowfalls were recorded in most of the European USSR. During the
first 12 hours of 30 December, no precipitation was recorded in the Karelo-
Finnish SSR, the Baltic republics, the Belorussian SSR, the southern portion
of the Ukrainian SSR, the Crimea, and the Northern Caucasus.
Daytime temperatures were 17 degrees below zero in Sverdlovs!- and Chkalov
and 15 below in Ufa. Temperatures rose in the Ukrainian SSR, the central
chernozemzone, and the Lower Volga Region. Noon temperatures on 30 December
were 3 degrees below zero in Orel, Kiev, Voroshilovgrad, Odessa, and Tambcv,
6 below in Stalingrad, and 7 below in Saratov. Daytime temperatures were 3
degrees above zero in Krasnodar and 6 above in Simferopol'. Cold weather pre-
vailed in the Transcaucasus. Daytime temperatures dropped to 16 degrees below
zero in Yerevan.
Light snowfalls were recorded in some areas of the Kazakh SSR, in Altayskiy
Kray, and in Tomskaya Oblast. Daytime temperatures were 16 degrees below zero
in Omsk and Novosibirsk, 17 below in Akmolinsk, and 15 below in Aktyubinsk and
Barnaul.
Cold weather prevailed in Central Asia and the southern portion of the
Kazakh SSR. Snow fell in the mountain regions of the Kirgiz SSR. Daytime
temperatures were zero in Ashkhabad, 4 degrees below zero in Tashkent, 12 below
in Dzhambul, and 14 below in Kzyl-Orda.
