STALINGRAD TRACTOR PLANT LAGS IN PLAN rulFILLI4ENT -- Moscow, Pravda, 28 May 53
For a long time, the Stalingrad Tractor Plant been fulfilling its
plan. The enterprise has not met its obligations foi rF-c-og production costs
and increasing labor productivity.
The plant's subassembly shops ere to blame for the leg in production. The
foundries do not deliver enough cn'-tins to the machine shops, and, as a result.
there are not enough parts rn hand to n,sure uninterrupted output of tractors.
In the steel foundry, trr_cko irn rnvct by hand ten times during the pro-
duction process. The labor-consuming o' grinding the tracks on an emery
wheel is also done by hand. Tht.:^ y specit'S_c measures for rebuilding equipment
and mechanizing operations in th. steel foundry were enacted at the end of
1952. In January 1553, Sinitsin. ,Erector of the Stalingrad Tractor Plant,
issued an order listing completion dates for individual measures and naming the
pernnnel respon iblc for carrying out each measure. This order had little ef-
fect; only two sec^ndury measures hewn been carried out in the steel foundry.

roprom, ordered the plant to carry out a number of technical and organizational
measures. After a lapse of 5 months, the plant has received barely a third of
the funds needed to carry out these measures.
COMPLAINTS ABOUT DEFECTIVE OUTPUT -- Minsk. Sovetskaya Belorussiya, 16 May 53
In 1952, the Minsk Tractor Plant received 272 complaints; the Minsk
Motorcycle and Bicycle Plant, 1,874 complaints; and the Minsk Automobile
Plant, 242 complaints. At the Minsk Automobile Plant, more tan 1,000 workers
and 100 brigades took part in a drive to improve quality.
The reject rate at the Bobruysk Plant imeni Stalin rose sharply in the
first quarter 1953.
More than 4,000 parts and units were rejected in the tractor assembly
shop of tPe Minsk Tractor Plant in 1952.

There are two automatic lines in the diesel shop of the Minsk Tractor
Plant, one for machining cylinder blocks and the other for machining cylinder
heads. On the cylinder head line, 300 tools are in operation; they machine
145 cylinder headf simultaneously. Three set-up men and one operator run the
automatic transfer line for machining cylinder heads.

for the first 5 months of 1953. Gross output increased 14.7 percent rnd cc??-
