12 February
On 11 February, windy weather with quite heavy snowfalls and snowstorms
prevailed in the western portion of the central zone of the European USSR,
the eastern Ukraine, and the Northern Caucasus. Extreme subzero temperatures
prevailed in the northeastern regions. Rising temperatures were recorded
in the Urals and snow fell.
Noon temperatures were 22 degrees below zero in Syktyvkar, 20 below in
Kazan', 18 below in Gor'kiy and Saratov, 17 below in Kirov and Vologda, 16
below in Tambov, Kuybyshev, Chkalov, and Ufa, 15 below in Sverdlovsk, 14 be-
low in Moscow and Kursk, 13 below in Orel, 12 below in Leningrad, 11 below in
Mi.sk and Voroshilovgrad, 9 below in Kiev, 8 below in Kishinev and Riga, 5
below in Lvov and Dnepropetrovsk, and 2 below in Odessa. Daytime temperatures
were zero in Krasnodar, one degree above zero in Simferopol', 6 above in
Yerevan, and 8 above in Tbilisi.
On 10 and 11 February, heavy snowfalls which considerably increased the
depth of the.snow cover were observed in the Northern Caucasus, the eastern
regions, the Northern Ukraine, and the western regions of the European USSR.
Heavy rains fell on the Black Sea coast of the. Caucasus. During the first
12 hours of 11 February, 20 millimeters of precipitation fell in Batumi.
Rains also fell in the Azerbaydzhan SSR.
Cold weather with strong winds and thunderstorms prevailed in the Kazakh
SSR. Temperatures began to rise in Western Siberia. Daytime temperatures
ranged between 14 and 17 degrees below zero in the Barnaul and Tobol'sk areas.

Very warm, dry weather favorable for field work has begun in Central
Asia. Daytime temperatures were 20 degrees above zero in Ashkhabad, and 13
above in Tashkent.
13 February
r'n 12 February there was a marked rise in temperatures in the Crimea,
the southern Ukraine, the Moldavian SSR, and the Kuban'. Daytime temperatures
were one degree above zero in Odessa, 2 above in Kishinev, and 4 above in
Simferopol' and Krasnodar. Considerable subzero weather still prevails in
all the rest of the European USSR. Daytime temperatures were 7 degrees be-
low zero in Kiev, 9 below in Rostov on the Don, and 15 below in Stalingrad,
Tambov, Chkalov, Moscow, Leningrad, and Vologda. During the night, tempera-
tures dropped as low as 25 degrees below zero in the Urals.
Snow fell in the chernozem zone and locally in the Middle Volga Region.
Rain fell in the southern Ukraine. On 11 February, strong winds, snowfalls,
and snowstorms were observed in all the regions of the Ukraine east of the
Dnepr, the chernozem zone, the Lower Volga Region, and the Northern Caucasus.
The fields everywhere, including the steppe regions of the Crimea, were covered
with snow. The depth of the snow cover in most areas exceeded 10-20 centi-
meters and often reached 30-40 centimeters. Winter crops are standing the
winter well as successive growth tests have shown.
Moderate subzero temperatures prevailed in Western and Eastern Siberia.
Temperatures were 12 below in Novosibirsk, 13 below in Krasnoyarsk, and 16
below in Irkutsk and Barnaul. Snow covered the fields everywhere. Snowfalls
occurred in Novosibirskaya Oblast and Krasnoyarskiy Kray.
Temperatures dropped somewhat in Central Asia. Daytime temperatures
were 12 degrees above zero in Ashkhabad, 13 above in Stalinabad, and 15 above
in Tashkent. Fruit trees have begun to blossom in many areas. The growth
of grass in pastures in continuing. Conditions are completely satisfactory
for field work.
14 February
On 13 February, temperatures rose considerably in the Crimea, the North-
ern Caucasus, and the southern Ukraine. Noon temperatures were 11 degrees
above zero in Simferopol', 10 above in Krasnodar, 4 above in Odessa, and 3
abov; in Kishinev. Subzero weather with snowfalls and thunderstorms prevailed
in the rest of the Ukraine and the central chernozem zone. Moderate subzero
weather prevailed in most of the western and central regions. Daytime tem-
peratures ranging between 14 and 16 degrees below zero were recorded in most
of the European USSR. A rise in temperatures accompanied by snowfalls con-
tinued in the Urals. Noon temper,:_tures were 8 degrees below zero in Ufa, 9
below in Kirov, and 10 below in Chkalov.
On 12 February, heavy rains amounting to more than 10 millimeters of
precipitation in a 24-hour period fell in the Azerbaydzhan SSR and the south-
western Ukraine. Snowfalls were recorded in the Volga Region, and southern
Urals, and the central chernozem zone. During the first 12 hours of 13 Feb-
ruary, heavy rains fell in the southern Ukraine and the Moldavian SSR.
Cloudy weather with snowfalls and moderate subzero temperatures prevailed
in Western Siberia. Heavy winds and snowstorms were r=.-orded in most of the
Kazakh SSR.
Temperatures dropped in Central Asia. Rains fell in the eastern regions.
Daytime temperatures were 4 degrees above zero in Ashkhabad, 7 above in Stalin-
abad, and 10 above in Tashkent. Conditions in most of the Central Asiatic re-
publics were good for the execution of field work.

On 14 February, slightly cloudy, cold weather prevailed in the western
and central regions of the European USSR. During the night of 14 February,
temperatures in Velikolukakaya, Kalininskaya, Yaroslavskaya, and Vologodskaya
oblasts dropped to 26-30 degrees below zero.
A slight drop in temperatures was recorded in the central chernozem zone,
and the northern Ukraine. Very warm weather prevailed in the Crimea, the
Northern Caucasus, and the Lower Volga Region. Daytime temperatures were 13
degrees above zero in Krasnodar, 12 abode in Tbilisi, 9 above in Simferopol',
and one above in Rostov on the Don and Stalingrad. The thermometer registered
4 degrees below zero in Kishinev, 5 below in Voroshilovgrad, 9 below in Dnepro-
petrovsk and Lvov, 10 below in Saratov and Kuybyshev, 13 below in Kiev, 15
below in Tambov, Riga, and Leningrad, 16 below in Minsk, 17 below in Moscow
and Orel, 19 below in Gor'kiy, and 20 below in Vologda.
Snow fell in the Urals. Daytime temperatures were 15 degrees below zero
in Sverdlovsk, and 9 below in Ufa, Kazan', and Chkalov.
Warm, dry weather favorable for the successful execution of field work
prevailed in the Georgian and Azerbaydzhan SSRs.
Slightly cloudy, cold weather prevailed in Western Siberia. Noon tem-
peratures were 22 degrees below zero in Tobol'sk, 20 below in Barnaul, and
18 below in Novosibirsk and Omsk. Low temperatures prevailed in Eastern
Siberia.
Strong winds and snowstorms were recorded in the Kazakh SSR.
Temperatures dropped in Central Asia. Light rains fell, accompanied by
strong winds. During the day, temperatures'were about 4-6 degrees above zero.
17 February
On 16 February, warm weather prevailed in the Kuban' and the Crimea.
Noon temperatures were 13 degrees above zero in the Krasnodar area, and 11
degrees in the Simferopol' area. It was considerably colder to the north.
Noon temperatures were zero in Odessa, one degree below zero in Rostov
off, the Don, 5 below in Kishinev, 6 below in Voroshilovgrad, 7 below in Lenin-
grad, 8 below in Riga and Petrozavodsk, 9 below in Dnepropetrovsk, 10 below
in Minsk, 12 below in Kiev, Vologda, and Arkhangelsk, 14 below in Kursk, Orel,
and Tambov, 15 below in Gor'kiy, 16 below in Voronezh, Kirov, and Ust'-Tsil'ma,
18 below in Kuybyshev, and 22 below in Ufa and Chkalov.
During the first 12 hours of 16 February, snow fell in the Minsk, Kiev,
Voronezh, and Leningrad areas, and most of the northern region. On 15 February,
precipitation was recorded only in the southern regions of the Ukraine, the
Volga Region, and the Urals.
On 16 February, warm, dry weather prevailed in the Transcaucasus. During
the day, it was 15 degrees above zero in Tbilisi.
Noon temperatures in Central Asia were 11 degrees above zero in the Ash-
khabad area and 7 degrees in Stalinabad.
Cold weather prevailed in all Western Siberia. Temperatures were 16 de-
grees below zero in Novosibirsk, 20 below in Barnaul, 22 below in Omsk, and
27 below in Krasnoyarsk.

18 February
On 17 February, subzero temperatures rose considerably in the eastern
regions of the European USSR. On the other hand, temperatures dropped in the
Crimea and the southwestern portion of the Ukraine. Noon temperatures were
9 degrees above zero in the Nal'chik area, 2 above in Rostov on the Don, and
one above in Simferopol'. Cold weather prevailed in the rest of the European
USSR. Daytime temperatures were 6 degrees below zero in Odessa, Riga, and
Leningrad, 8 below in Kishinev, Lvov, and Petrozavodsk, 11-12 below in Kiev,
Minsk, all the central region, the central chernozem zone, and the Volga Re-
gion, 14 below in Chkalov, and 18 below in Ufa, Kirov, and Arkhangel'sk.
During the first 12 hours of 17 February, precipitation was recorded in
almost all the central chernozem zone, the Middle Volga Region, the northern
regions, and the extreme southwest. Quite heavy precipitation in the form
of rain and wet snow was recorded in the Ukraine, the Moldavian SDR, and the
Crimea.
In Western Siberia, comparatively warm weather prevailed in the Omsk and
Barnaul areas. Noon temperatures in these areas did not drop lower than $-10
degrees below zero. Snowfalls were recorded.
It was also roll in the Far East. Daytime temperatures were 18 degrees
below zero in Plagoveshchensk, and 23 below in Khabarovsk.
In the northern Kazakh SSR, temperatures were 7-8 degrees below zero in
the Semipalatinsk and Akmolinsk areas, and 11 below in Aktyubinsk. In the
southern portion of the republic, noon temperatures were 3 degrees dove zero
in the Kzyl-Orda area and 8 in Dzhambul.
Noon temperatures were 10 degrees above zero in Stalinabad and 15 above
in Ashkhabad.
19 February
On 18 February, the warmest weather was recorded in the republics of
Central Asia. Temperaturec in this area rose to 23 degrees above zero in
the Ashkhabad area and 15 above in the Stalinabad and Tashkent areas. A
noon temperature of about 10 degrees above zero was recorded in the Dzhambul
and Kzyl-Orda regions in the southern Kazakh SSR. Temperatures ranged be-
tw:en 12 and 14 degrees above zero in the republics of the Transcaucasus.
Fsl.is fell in the western portion of this area.
Warm weather prevailed only in the eastern portion of the Northern Cau-
casus and mainly in the foothills where temperatures ranged between 8 andlO de-
grees above zero. Noon temperatures were one degree below zero in the Krasnodar
and Stalingrad areas, 2 below in Simferopol', 3 below in Odessa, 6 below in
Rostov on the Don, 7 below in Kiev and Minsk, 9 below in Leningrad and Petro-
zavodsk, 10-11 below in Kursk, Orel, t4Qscv.i, Gor'kiy, Kazan', and Sverdlovsk,
12 below in Arkhangelsk and Syktyvkar, and 15 below in Vologda and Kirov.
A considerable rise in temperatures was recorded in the Ufa, Kuybyshev, Tambov,
Saratov, and Chkalov areas. Daytime temperatures in these areas did not drop
below 2-3 degrees below zero.
During the first 12 hours of 18 February, precipitation mainly in the form
of snow, but in the form of rain and wet snow in the south, fell in the Kuban',
the Crimea, the southern and eastern Ukraine, some areas of the northwestern
Ukraine and adjacent regions of the Belorussian SSR, most of the central cher-
nozem zone, and the central region.

In Siberia, comparatively warm weather -- 6 degrees below zero -- pre-
vailed in the Barnaul and Novosibirsk areas. Subzero temperatures abated
somewhat in the rest.-of Siberia. Daytime temperatures in the Far East ranged
between 18 and 21 degrees below zero.
.20 February
On 19 February, unstable weather prevailed in the European USSR. The
coldest temperatures were recorded in the northern and central regions. Snow-
falls occurred in many areas. Noon temperatures were 14 degrees below zero
in Petrozavodsk, Syktyvkar, and Sverdlovsk, 10 below in Moscow and Tambov,
9 below in Ieningrad, Kirov, and Orel, 8 below In Gor'kiy, Saratov, Voronezh,
and Kursk, 7 below in Stalingrad, 5 below in Kuybyshev, 4 below in Ufa, 3 be-
low in Chkalov, Rostov on the Don, and Velikiye Luki, one degree below zero
to zero in Lnepropetrovsk, Kiev, and L'vov, one degree above zero in Kishinev,
Odessa, Simferopol', and Nal'chik, 2 above in Rigs, and 3 above in Krasnodar.
Snow fell m^.inly in the northwestern and western regions, in the Middle
Volga Region, in the northeastern European USSR, and in most of the central
chernozem zone. Precipitation he. almost ceased in the south.
Temperatures dropped somewhat in the Transcaucasus compared with previous
days. For example, the noon temperature in Tbilisi was only 6 degrees above
zero compared with 12 degrees the day before. Rains fell locally in this area.
Daytime temperatures in Siberia ^nd the area of the Far East adjacent to
it as far as Blagoveshchensk rose c'nsiderably. Noon temperatures were 2 de-
grees below zero in Omsk, 4 below '.n Novosibirsk, 5 below in Barnaul, 11 below
in Irkutsk and Blagoveshchensk, 1U below in Chita, and 16 below in Krasnoyarsk.
Noon temperatures were 6 degrees below zero in Semipalatinsk, one below
in Akmolinsk, zero in Aktyubinsk, 4 degrees above zero in Kzyl-Orda, and 16
above in Dzhambul.
Temperatures in most of Central Asia ranged between 18 and 20 degrees
above zero.
