TRACTOR PLANT FAILS TO MEET PLAN -- Moscow, Izvestiya, 31 Oct 52
The Chelyabinsk Tractor Plant is not carrying out its assignments for deliv-
ery of tractors and diesel engines to construction-and road-machine-building
plants. There has not been one month in 1952 in which the plant has delivered
its products on time. A representative of the Ministry of Construction- and
Road-Machine Building recently came to Chelyabinsk and drew up a daily delivery
schedule tor the Chelyabinsk Tractor Plant, and Skachkov, plant director, agreed
to this schedule of deliveries to construction- and road-machine building plants.
However, in the first 10-day period of October, the tractor plant shipped
only 52.2 percent of the tractors and 59 percent of the diesel engines called
for by the delivery schedule, and in the second 10-day period, it shipped only
34.7 percent of the tractors and 36,8 percent of the diesel engines. In the
first 5 days of the final 10-day period of October, the plant has not shipped a
single tractor to plants of the Ministry of Construction- and Road-Machine
Building.
The plant is not entirely to blame for irregular shipments, since it some-
times receives orders to ship engines to one address, and then, several days
later, the shipment is rerouted to another address.
In the third quarter of 1952, the Chelyabinsk Tractor Plant has had to pay
the Chelyabinsk office of Glav3troymash (Main Administration for the Production
of Construction Machines) a half million rubles in fines for failure to deliver
tractors and diesel engines.
INVENTIONS IGNORED AT DIESEL PLANT -- Leningradskaya Pravda, 3 Oct 52
The Rusekiy Dizel' Plant gees through the motions of encouraging innovations
in production, but in reality valuable proposals are ignored or even opposed by
the plant management.

A technologist in the first machine assembly shop designed an original at-
tachment for drilling holes in the hydraulic transmission housing that would
make drilling faster and more accurate, but Chief Technologist Laptev turned
down the proposal after a cursory examination. Only recently, after 8 months
of, struggle by the inventor, did Ryabinin, the new plant director, order the
necessary blueprin%a made.
A new design for welded spherical pistons for scavenging pumps was devel-
oped 2 years ago, and its adoption would have saved considerable amounts of
metal, since 100 kilograms of steel eni up in shavings for each piston machined
at the plant. Chief Designer A. A. Spirin, now acting chief engineer :of the
plant, violently opposed the innovation. Although a comuission on innovations
recommended that the welded piston be tested and the persons responsible for
thwarting the invention be punished, nothing has been done about it.
Even if innovations are approved, it may be years before they are adopted
in production. A new slide valve for scavenging pumps was approved 3 years
ago, but an experimental model of the valve has not yet been built.
Dozens of innovations that were approved 2 or 3 years ago have accumulated
in the tool, second machine assembly, and other shops. It is high time that the
plant-9 party organization take steps to correct the gross neglect of innovators'
proposals.
BUILDS HEAVY-OIL ENGINES -- Ashkhabad, Turkmenskaya Iakra, 1 Oct 52
An assembly shop of the Ashkhabad Repair Plant imeni 20-letiya Turkmen SSR
fulfilled the 1952 plan for heavy-oil engines on 25 September and promised to
build 70 heavy-oil engines above the plan by the end of 1952.
BUILD ENGINES -- Petrozavodsk, Leninskoye Znamya, 19 Oct 52
The Petrozavodsk Metal Plant produced seven internal combustion engines
above the monthly plan in September.
