technical and training manuals and aids. It conducts technical inspections
of cars, gives driving lessons, organizes campaigns to foster safe driving, and

furnishes legal advice and protection to members, sets up tourist travel plans,
and takes care of accommodations in hotels and garages for its members throughout
the whole country. It organizes social enterprises, lectures, and motion

Section IV - Synoptic and Aircraft Meteorological Service
The task of the State Meteorological Office is to furnish information on
the current weather situation; issue weather forecasts; make air transport
safe; examine the higher layers of the atmosphere; work out and publish data
on the climate of the Czechoslovak Republic; furnish information on the weather
in the past; observe the influence of the weather on plant life and ascertain
the optimum conditions for the successful development of agricultural production;
study the interconnection of the weather and human health; examine the suit-
ability of places proposed as recreation centers, etc.; carry out bioclimatic
research for planning; maintain a central observatory; examine, improve, and
build meteorological apparatus; verify height records of aircraft; carry on
documentation and maintain a special library; cooperate with foreigz. countries,
and develop activities in the public interest.

Section I - Climatology
Cbitf: Dr Pavel Hriibes.
Functions: Administration of-an extensive network of meteorological
stations and evaluation of the results of their observations; b^th monthly and
annual reviews for scientific purposes (the climatography of Czechoslovakia);
information concerning the weather at a particular time and place upon the re-
quest of courts, attorneys, insurance institutions, and private persons.
Climatic 3tatlitice and statements are not only essential for natural science
research in the Czechoslovak Republic but are also indispensable for work in
technical fields, for example, regional planning, planning in the fields of
construction, water economy, agriculture, settlement, insurance, etc.
Section II - Agricultural Meteorology and Phenology
Chief: Engr Vojtech Lerner.
Functions. Studies of various problems of plsants involving climate. In
the section laboratory new methods for measuring light, temperature, and
humidity are tested and suitable apparatus constructed. The influence of the
weather on the growth of cultivated plants and the progress of agricultural
works are observed. The reports of observers are expertly processed and,
published. The section organizes the local forecasting of night frosts during
the growing period and disseminates information on appropriate measures for
the protection of cultivated plants. In the field of phenology, the section,

with the assistance of an extensive network of voluntary Observers, checks the
various stages of develop-at in plant life (germination, flowering, ripening
of fruit, dropping of leaves, etc.). The results of these observations are
published in annual phenological reviews and maps, as a basis for the deter-
mination of natural agricultural production regions, for planning plant Pro_
ductio
in in agriculture, for the selection Of suitable plant varieties, and for
various kinds of scientific agricultural work, etc.
Section III - Bioclimatology and Spa Meteorology
Chief: Dr Vladimir Struzka.
Functions: Administration of a network of bioclimatic stations at the spas
and health institutions; the influence of weather on healthy and sick human
beings; cooperation in planning recreation and health enterprises and c i
town, and regional construction work. The section has worked out a method community,
for study of local climate and the bioclimatic value of individual pieces of
land. The section laboratory works on the improvement of apparatus for
ascertaining certain bloclimatic elements.
Section IV - Synoptic and Aircraft Weather Service
Chief: Dr Antonin Vesely.
Functions: Adds to the safety of civil and military air transport by
furnishing information on the weather along air routes and at airfields. It
furnishes this information to crews before take-offs and during flights, together
with weather forecasts, to airport managements, to local and regional air
control centers, and to the representatives of air companies. It also issues
weather reports, surveys, and forecasts through medium of the press and radio
on the basis of so-called synoptic weather charts which are drafted four times
a day from observations from all of Europe and adjacent region;. Reports on
these observations are received by radiotelegraph and teletype.
Section V - Apparatus, Testing Laboratories, and Central Observatory
