NOVEMBER 1951 - MARCH 1952
The following territorial-administrative changes were reported in
the Soviet press between 21 November 1951 and 31 March 1952. They are
listed here by republic.
The Presidium, Supreme Soviet Georgian SSR, has issued ukases for the follow-
ing territorial-administrative changes,
The center o? Khopurskiy Village Soviet, Kvemo-Svanetskiy Rayon, is trans-
ferred from Tsiplakakia settlement to Khopuri village, in order to bring the
center of the village soviet closer to the population.(1)
Zhashkvskiy Village Soviet, Onskiy Rayon, is renamed Pipiletskiy Village
Soviet, after its center.(l)
Chilaantkari village, Mtskhetskiy Rayon, is removed from Takhvarichamiyskiy
Village Soviet and taken into Galavanskiy Village Soviet, of the same rayon.(2)
Aradu village is removed from Merkul'skiy Village Soviet, Ochamchirskiy
Rayon, Abkhaz ASSR, and united with Aradu village, Mokvskiy Village Soviet, of
the same rayon.(3)
Dzhukmuri village is separated from Merkul'skiy Village Soviet, Ochamchirskiy
Rayon, Abkhaz ASSR, and tarzn into Mokvskiy Village Soviet, of the same rayon.(3)

By its ukase of 8 January 1952, the Presidium, Supreme Soviet Karelo-
Finnish SSR, restored Oktyabr'skiy, Zaretskiy, and Pervomayskiy city rayons
in the city of Petrozavndsk, with their boundaries revaluing the same as those
established in 1939.(4)
By a ukase of 29 January 1952, the Presidium, Supreme Soviet Kazakh SSR,
transferred the city of Zyryanovsk, Vostochno-Kazakhstan Oblast, to the category
of a city of oblast subordination.(5)
By ukases of 31 January 1952, the Presidium, Supreme Soviet Lithuanian SSR,
decreed the following territorial-administrative changes.
In consideration of its development, Shilale village, the center of Shilal'-
skiy Rayon, Klaypeda Oblast, is made into a city of rayon subordination.(6)
In connection with its industrial development, populated point Karpenay,
Akmyanskiy Rayon, Shyaulyay Oblast, is made into a workers' settlement and re-
designated Nauyoyi Akmyane.(6)
By ukase of the Presidium, Supreme Soviet Moldavian SSR, city-type settle-
ment Dubossary, Dubossarskiy Rayon, is transformed into a city of rayon subordi-
nation, and Dubossarskiy Settlement Soviet is made into a city soviet under its
present name. Magal'skiy Village Soviet, Dubossarskiy Rayon, is abolished, its
territory being transferred to the administrative subordination of Dubossarskiy
City Soviet.(7)
In connection with preparations for the construction of Tsimlyanskiy Reser-
voir, Verkhne-Kurmoyarskiy and Tormosinovekiy rayons, Stalingrad Oblast, are
abolished. The majority of the population of these rayons have moved to neighbor-
ing rayons.(8)
The Presidium, Supreme Soviet RSFSR, has issued ukases for the following
territorial-administrative changes.
By ukase of 8 August 1951, populated pcint Malyye Khaymenki, Bogovarovskiy
Rayon, Kostroms Oblast, is transferred To Chernovskiy Rayon, Kirov Oblast.(9)

BY ukase of 21 November 1951, the city of Iskitim, Iskitimskiy Rayon, Novo-
sibi.isk Oblast, is transferred to the category of a city of oblast subordi-
nation.(9)
By ukase of 27 December 1951, populated point Susolovka, lal'skiy Rayon,
Kirov Oblast, is transferred to Veliko-Ustyugskiy Rayon, Vologda Oblast.(10)
By ukase of 7 January 1952, Zheleznodorozhnyy, Priokskiy, and Tsentral'nyy
rayons are set up in the city of Kaluga. Kaluga Oblast.(10)
By ukase of 7 January 1952, Tsentral'nyy Rayon is established in the city
of Kaliningrad, Kaliningrad Oblast, as a result of the division of Stalingradskiy
Rayon in Kaliningrad.(11)
By ukase of 12 January 1952, populated point Lezhebokovo, Yurinskiy Rayon,
Mari ASSR, is transferred to Voskreeenskiy Rayon, Gor'kiy Oblast.(12)
By ukase of 14 January 1952, Stepnovskiy Rayon, Astrakhan Oblast, is trans-
ferred to Stavropol' Kray and renamed Stepnoy Rayon.(12

Chelyabinsk4Oblasst, andSTroitakiy Village Soviet, PokrovskiyRayon, Sverd-
lovsk Oblast, are united into a single Troitskiy Village Soviet, which enlarged
Troitskiy Village Soviet is made part of Pokrovskiy Rayon, Sverdlovsk Oblast.(12)
By ukase of 28 January 1952, Vyborgekiy Rayon of the city of Leningrad is
renamed Stalinskiy Rayon.(13)
By ukase of 12 March 1952, the city of Balashikha, Balashikhinskiy Rayon,
Moscow Oblast, is transferred to the category of a city of oblast subordination.(14)
By ukase of 5 February 1952, Ust'-Dolysskiy Rayon, with its center in Jet'-
Dolyssy settlement, is set up in Velikiye Luki Oblast, as the result of the di-
vision of Nevel'ekiy and Pustoshkinskiy rayons.(15)
By ukase of 5 February 1952, the center of Ryazanskiy Rayon, Ryazan' Oblast,
is transferred from Vyshgorod village to the city of Ryazan'.(15)
By ukases of 21 February and 22 February 1952, the following workers' settle-
ments in Kuybyshev Oblast are transformed into cities of oblast subordination:
1. Zhigulevsk, Zhigulevskiy Rayon -- now to be called Zhigulevsk city.
2. Novo-Kuybyshevskiy, Molotovskiy Rayon -- now to be called Novokuyby-
Shevsk city.(15)
by ukase of 22 February 1952, Krasnoglinskiy Rayon is set up in the city of
Kuybyshev, as the result of the division of Kirovskiy Rayon.(15)
By its ukase of 25 February 1952, the Presidium, Supreme Soviet Tadzhik SSR,
abolished Saidkurgan Kishlak Soviet, Nauskiy Rayon, and transferred its territory
to the Kau Kishlak Soviet, of the same rayon.(16)

By a 3 December 1951 ukase of the Presidium. Supreme Soviet Turkmen S5R,
Kum-Dagskiy Rayon, with its center in Kum-Dag settlement, was established in
Ashkhabad Oblast along the route of the Main Turkmen Canal in the western Kara-
Kum Desert. Territory for this purpose was taken from that under the adminis-
trative subordination of the Nebit-Dag City Soviet.(17, 18)
The Presidium, Supreme Soviet Ukrainian SSR, has issued ukases for the
following territorial-administrative changes.
By ukase of 3 December 1951, the city of Zholkva, Lvov Oblast, is renamed
Nesterov and Zholkovskiy Rayon, Nesterovskiy Rayon.(19)
By ukase of 4 December 1951, the village of Makarov Yar, Novo-Svetlovskiy
Rayon, Voroshilovgrad Oblast, is renamed Farkhomenko village and Makarovo-
Yarskiy Village Soviet, Parkhomenkovskiy Village Scviet.(19)
By ukase of 6 December 1951, the village of Mogil'noye, Ovadnovskiy Rayon,
Volyn' Oblast, is renamed Zhovtnevo village and Mogil'nenskiy Village Soviet,
Zhovtnevyy Village Soviet.(19)
By ukases of 7 December 1951, Roshnyatenskiy and O1'khovskiy village sovi-
ets, Pereginskiy Rayon, Stanislav Oblast, are united into a single O1'hovskiy
Village Soviet; Zaberezhskiy and Ivanikovskiy village soviets, Lisetskiy Rayon,
Stanislav Oblast, are united into a single Ivanikovskiy Village Soviet.(20)
By ukase of 10 November 1951, Zabugskiy Rayon, r~th its center in the city
of Belz, is set up in Lvov Oblast.(21)
By ukase of 10 December 1951, Nizhne-Ustrikskiy Rayon, Drogobych Oblast, is
abolished.(21)
By ukase of 2 February 1952, Benderovka village, Sosnitskiy Rayon, Chernigov
Oblast, is renamed Poles ye village and Benderovskiy Village Soviet, Polesskiy
Village Soviet.(22)
By ukase of 2 February 1952, Novo-Bulakhovka village, Chervonopolyanskiy
Village Soviet, Bokovo-Antratsitovskiy Rayon, Voroshilovgrad Oblast, is trans-
ferred to Kruglovskiy Village Soviet, Uspenskiy Rayon, of the same oblast.(22)
By ukase of 13 December 1951, the city of Vilkovo, Kiliyskiy Rayon, Izmail
Oblast, is transferred to the category of a city of oblast subordination.(23)
By ukase of 28 February 1952, the populated point of the Kakhovka GES con-
struction is designated Novaya Kakhovka, placed in the category of a city of
rayon subordination, and included in Kakhovskiy Rayon, Kherson Obl..st.(24)
By ukase of 13 March 1952, the villages of Shveytsariya and Novo-Nikolayevka,
Novo-Grigor'yevskiy Village Soviet, Andreyevskiy Rayon, Stalino Oblast, are
united into a single village, Novo-Nikolayevka.(25)

By ukase of 13 March 1952,. the villages of Grekovo-Semenovka and Nikishino,
Nikiahenekiy Vi11a0e Soviet; Katykovskiy Rayon, Stalino Oblast, are united into
a single village, Nikishino.(25)
By ukase of 15 March 1952, Mkedonovka village, Primorskiy Rayon, Stalin
Oblast, is renamed Zhovtnevoye village, and Makendonovakiy Village Soviet, Zhov-
tnevyy Village Soviet. Khersones settlement and Zhovtnevoye village are united
into a 'single village, Zhovtnevoye; Vizantiya settlement, Zhovtnevyy Village
Soviet, is renamed Voroahilovka viilage.(26)
By ukase of the Presidium, Supre'.ie Soviet Uzbek SSR, Mirzachul' city-type
settlement, Mirzachul'skiy Rayon. _'..! kent Oblast, is redesignated a city of
