THIS IS UNEVALUATED INFORMATION ISSUE CIRCULAR Oft COLLECTION, SALE OF SCRAP BONES Item 269 of the 22 February 1952 circular issued by the chairman of the State Economic Planning Commission and the Ministers of Light Industry and Finance on the collection and sale of scrap bones provides for the following: 1. Attention is called to the coed for strict observance of the Council of Ministers' 24 July 1948 directive on the handling and management of usable waste (Dziennik Ustaw Rzecz ostolite1 Polskiej, Journal of Laws, No 38, Item 280), as regards scrap bones. 2. In accordance with Paragraph 1, socialized food services such as restaurants, boarding houses, hostels, hotels, rest homes, hospitals, and sanatoriums are obliged to collect in containers or rooms specially assigned for the purpose scrap bones of cattle, horses, pigs, goats, sheep, poultry, and game. 3. The enterprises mentioned in Paragraph 2 are to set up by 31 March 1952 a record of meat received and sale of bones" in a ledger pressaled by the chief authorities, A model form is attached to this circular. The amount of meat purchased and the amount of bones collected and offered for sale are to be entered in this record. This record is subject to inspection by offi- cials of the Centrals Odpedkow Uzytkowych (Central Office of Usable Waste) on demand. 4. The weight of bones offered for sale should be at least 15 percent. of .the gross weight of raw meat received for consumption purposes. 5. The Central Office of Usable Waste, through its collection points or through persons authorized, by it, will make collections at specified times agreed upon with the bone suppliers but not less than once a week in the period from 1 June to 30 September and twice a week in the period from 1 October to 31 May. The enterprises mentioned in Paragraph 2 are authorized to award bonuses to persons engaged directly in the collection and sale of bones. The total bonus paid during the month cannot exceed 50 percent of the previous month's sale nor can the payment to one person in one month exceed 100 zlotys. 7. Penalties are imposed on Peons disregarding their responsibilities in the collection and sale of scrap bones, and actual offenses must be reported .to the proper authorities for pun_sbment in accordance with Article 5 of the 23 January 1947 decree on the management of usable waste (Dziennik Ustaw Mpospolitel Polskiej, No 27, Item 105) or other pertinent punitive regula- 8. Paragraphs 2-7 do not affect organizations subject to the Ministries of National Defense and Public Safety. Said ministries, in agreement with the Ministry of Light Industry, will issue regulations within their own sphere of authority for the execution of stipulations in Paragraph 1 on the collection and sale of scrap bones by organizations within their jurisdiction.
