HISTORICAL DEVELOPMENT OP THE INDUSTRY
In 1925 - 1926, about three fourths of all paper and cardboard and more
than four fifths of all paper industry semimanufactures produced in the USSR
were put out by the seven large trusts shown below.

The People's Commissariat of Cellulose And Paper Industry USSR was esta-
blished by a ukase of 27 April 1950 (la), and the appropriate offices and func-
tions transferred to it from the jurisdiction of the People's Commissariat of
Timber Industry USSR, as has been pointed out in FDD Summary No 48, p 136.

The People's Commissariat of Cellulose and Paper Industry USSR b:came the
Ministry of Cellulose and Paper Industry USSR on 15 March 1946.(2)
On 29 July 1948, the Ministries of Cellulose and Paper Industry USSR and
Timber Industry USSR were combined into the Ministry of Timber and Paper Indus-
try USSR.(3)
On 16 February 1951, the Ministry of Timbe- and Paper Industry USSR was di-
vided into the union-republic Ministry of Timber Industry and the all-union Minis-
try of Paper and Wood-Processing Industry.(4)
ORGANIZATIONAL STRUCTURE OF PEOPLE'S COMMISSARIAT
OF CELLULOSE AND PAPER IBDiSTRY USSR, 1940
The most complete available information on the structural organization and
f" ctional scope of the People's Commissariat of Cellulose and Paper Industry
UuSR, predecessor of the Ministry of Paper ant Wood-Processing Industry USSR,
is embodied in a decree of the Council of People's Commissars USSR of 15 August
1940. This decree:
1. Confirmed the following structure of the central apparatus of the Peo-

(lesobrakerazhnaya) Office (Soyuzbumles) with local sorting organ,,.
5. Determined that, with respect to enterprises and economic organizations
directly subordinate to the People's Commissariat of Cellulose and Paper Indus-
try USSR cost-accounting rules for main administrations of industrial people's
commissariats, as established by the 15 July 1936 decree of the Central Execu-
tive Committee and the Council of People's Commissars and recorded in Sobraniye
Zakonov aaaa, No 43, 1936, p 361, would be applied directly to the People's
Commissariat of Cellulose and Paper Industry USSR.
6. Confirmed the local organs of Glavbumanab shown in Appendix 1.
7. Authorized the People's Commissariat of Cellulose and Paper Industry
USSR to organize under Glavkarelbumprom a cost-accounting-basis division of
supply, without the right to organize under it local offices and agencies. De-
termined that all operations of supplying Glavkarelbumprom's enterprises through
the division should be carried out only through the system of Glavbmenab.
