THIS IS UNEVALUATED INFORMATION USSR WEATHER AND CROP REPORTS - 2~ DECEMBER 1951 4 December 1951 On 2 and 3 December, overcast weather with snowfalls, strong winds, and snowstorms was observed in the northeastern and eastern regions of the Euro- pean USSR. Slightly cloudy, cold weather prevailed in the central regions. After dropping slightly, temperatures afoin began to rise in the western Euro- pean USSR. The warmer weather was accompanied by precipitation in the form of snow and rain. Comparatively warm weather was observed in most of the Ukraine. On 3 December, daytime temperatures were -8 degrees (all degrees centi- grade) in Arkhangelsk and Kirov, -7 in Vologda, -6 in Kazan', -4 in Moscow and Ufa, -3 in Velikiye Luki and Sverdlovsk, zero in Leningrad, Riga, Orel, Saratov, and Chkalov, 1 degree above zero in Kishinev, 2 degrees in Rostov- on-Don, 3 in L'vov, Kiev and Voroshilovgrad, 4 in Dnepropetrovsk and Makha- chkala, 6 in Krasnodar and Nal'chik, 8 in Odessa, and 9 in Simferopol'. Warm weather prevailed in West Siberia. Daytime temperatures were degrees in Tobol'sk, -2 in Novosibirsk, zero in Barnaul, and 2 degrees above zero in Krasnoyarsk. Snow cover depth in these areas does not exceed 1-5 centimeters. 5 December 1951 On 4 December, subzero weather continued in the northern half of the European USSR. Scow fell in the northeastern and locally in the central re- gions. Warm weather prevailed in the southern half of the European USSR. Rain fell locally in the Ukraine. On 6 and 7 December, cloudy, warm weather continued in most of the Euro- pean USSR, The warmer weather spread from the western to the eastern and Volga regions and on 6 December was accompanied in the latter by strong winds and snowfall. On 7 December, daytime temperatures were -6 degrees in Sverdlovsk, -3 in Arkhangel'sk and Leningrad, -1 in Vologda, -ero in Kirov, 2 degrees above zero in Kazan', Tambov, and Kuybyshev, 3 in Uor'kiy, Minsk, Riga, Orel, Saratov, Voronezh, and Kursk, 6 in Kiev and Dnepropetrovsk, 6 in L'vov, Kishinev, and Rostov-on-Don, 10 in Odessa, 12 in Krasnodar and Nal'chik, and 13 in Simferopol'. Freezing weather prevailed in West Siberia. Snow fell locally. Day- time temperatures were -16 degrees in Irkutsk, -6 in Tobol'sk, -6 in Omsk, -5 in Novosibirsk and Barnaul, and -1 in Krasnoyarsk.. On 11 December, warm, overcast weather continued in most of the Euro- pean USSR, Precipitation occurred in the form of rein in the southern re- gions, in the form of snow in the northern regions. During the night of 12 December, it became cooler in the northwestern, western, and central regions of the European ^220 and also in the Ukraine as a result of the inflow of a cold air mass from the Barents Sen. The cooler weather was accompanied by occasional snowfall. On 12 December, noon temperatures were -7 degrees in Leningrad, -5 in Moscow and Minsk, -4 in Veliklye Luki and Arkhan6el'sk, -3 in Kiev and Kursk, -2 in Orel and Kirov, -1 in Riga and 'Voronezh, zero in Odessa, Voroshilovgrad, Stalingrad, and Gor'kiy, 1 degree above zero in Kishinev, Simferopol', Kras- nodar, and Saratov, 6 degrees in Nal'chik, and 13 in Tbilisi. Slightly cloudy weather with light f:csta continued in West Siberia and Kazakhstan. On 13 and 14 December, cloudy, slightly subzero weather with light snow- fall continued in most of the European USSR.. Quite heavy sr,.,v fell in the Urals and adjacent areas. Quite heavy rains were recorded in the Caucasus. During the first 12 hours of 17 December, snow fell in the Urals, Bashkir ASER, and Chkalov Oblast. Rain fell in the C;imea- On 17 December, day-time temperatures were -12 degrees in Ufa, Kuybyshev, and Chkalov, -10 in Sverdlovsk and Voroshilovgrad, -9 in Kazan', Kursk, and Stalingrad, -8 in Tambov, Voronezh, and Rostov-on-Don, -7 in Arkhangel'sk, and -6 in Orel and Saratov. Considerable precipitation, mostly in the form of snow, was observed in the Caucasus. M-an diurnal temperatures were 6-9 degrees above normal in the central and western parts, Quite heavy snowfalls were recorded in the eastern regions during the days as well as in the Urals. The snow cover to these areas increased con- siderably. Locally, its depth exceeds 30-10 cen?1e-ters. A light snow cover has formed also in most of the Ukraine and Lorth C.:Vcasus. Locally in Krasnodar Kray, it has become PO centimeters deep. On 24 December, snow fell :n the central regions and rain in the western regions. In West Siberia, it became slightly warmer on 24 December; the warmer weather t.as accompanied Ly snowfall ord strong winds. Temperatures during the night of 23 December were still 20-25, locally even 3C-35, degrees below zero, but during the day of 24 December they were -7 degrees in Tobol'sk, -13 in Novosibirsk, -14 in Barnaul, and -17 In Krasnoyarsk. Past frosts have not been harmful to crop sowings since they were covered with a sufficient amount of snow, the depth of which exceeds 25-30 centimeters locally. Very warm weather with daytime temperatures of about 7-10 degrees above zero continued In Central Asia. Rain fell locally in Turkmen and Uzbek SSR, On 25 and 26 December, warm, cloudy weather with fog and drizzle pre- vailed in most of the European USSR. Only l,,cally in the central and southern regions did temperatures fall to 6-10 degrees below zero during the night. On 26 December, noon temperatures were 7 degrees in Odessa, 3 in Kishinev, 2 in Simferopol', Dnepropetrovsk, and Arkhangelsk, 1 in Kursk and Rostov-on- Don, zero in Stalingrad, Lvov, Kiev, Riga, and Leningrad, -1 in Kazan', Sara- tow, and Voronezh, -2 in Krasnodar, Kuybyshev, Cor'kiy, Vologda, and Moscow, -4 in Chkalov, and -5 in Ufa and Sverdlovsk. On 25 December, light snow fell in the far rorth and Urals. Heavy raise, locally amounting to more than 10 rillimeters of precipitation for the 24-hz,ur period, fell in Georgia. During the first 12 hours of 26 De- cember, snow fell in the Chkalov and Sverdlovsk areas. The snow cover has increased considerably during the last days in the Urals and southeastern regions. With clearing weu-:,er, light frosts (temperatures of 2-4 degrees below zero) were recorded in some areas. During the first 12 hours of 28 December, light rains fell in the west- ern Ukraine. Dry, slightly cloudy weather with daytime temperatures of about 12 degrees continued on the Black ea oast of the North Caucasus. In West Siberia, the warm weather continued and spread east,.ard. On 28 December, noon temperatures were only ?1 in Tobol'sk, -3 in Omsk, -9 in Novosibirsk, and -10 in Barnaul. Snow fell " most, of West Siberia during the 2 days. Conditions for the wintering of sown crops were good. It became somewhat cooler in Central Asia. Snow fell in northern Uzbek SSR, rain in Tadzhik SSR. Noon temperatures were 2 degrees below zero in Tashkent, 3 degreer above zero in Ashkhabad and Stalinabad.
