THIS IS UNEVALUATED INFORMATION BULGARIA ISSUES DECREE ON CITATIONS; MILITARY PERSONNEL GET AWARDS AWARDS ORDERS, MEDALS, CITATIONS -- Sofia, Izvestiya, 19 Dec 50 In accordance with the provisions of Article 31, Point 7, of the Cobsti- tution of the People's Republic of Bulgaria, the Presidium of the People's Assembly issued the following decree on citations on 13 December 1950. Art+ale 1. The Presidium of the People's Assembly establishes orders, medals, and honorary citations and awards them. Article 2. Orders and medals may be awarded to individual citizens (while ;.'living or posthumously), to members of the Peoples' Army, border troops, People's ~Nilitia, and the State Security Police, as well as to organizations attached to them, and also to cooperatives, enterprises, offices, social organizations, and cultural and other associations. Article 3. The same order or citation may be granted more than once to an individual. Article 4. Each order, medal and honorary citation has a separate status, ratified by the Presidium of the People's Assembly, and must contain the follow- ing: a. Description of the form of the order or the medal for each class separately or the badge for the honorary citation. b. A detailed specification of the special services for which the recipient is awarded the order or the honorary citation. c. The description of the ribbons oR the order or the medal for everyday wear. d. Regulations for the ma"ner in which the recipients can wear their orders and medals. The following new pedals are established: a. "Za boeva zasluga" (For Combat Merit) b. "Za trudove otlichie" (For Distinction in Labor) c. "Maychinetvo" (Motherhood) Article 11. There is no arrangement according to importance for medals.. Article 12. The order "Georgi Dimitrov" is given to Bulgarian citizens and citizens of other countries for outstanding services in preserving the independence and freedom of the People's Republic of Bulgaria and for excep- tional contributions in building socialism. Aicicle 13. The order "Georgi Dimitrov" is the highest award in the People's Republic of Bulgaria and is of one class only. Article 14. The order "Narodna republika Bulgariya" 13 given to Bulgar- ian citizens and citizens of other countries for exceptionally outstanding services in building the People's Republic and in preserving her freedom and independence, as well as to commanding officers of the People's Army who command an army or higher organization. These officers receive the above order for outstanding success in directing troops, for excellent organization of combat operations, and for the execution of combat operations with courage and tenacity, as a result of which victory has been achieved in the struggle for Bulgaria's freedom. Article 13. The order "Rarodna republika Bulgariya" is of three classes, first, second, and third. Article 1.6. The order "9 septemvri 1944 g." is given to Bulgarian citi- zens and citizens of other countries who took an active part and contributed to the snrress of the armed uprising of 9 September 1944 and to those whr contributed .substantially to the establishment and the consolidation of the people's government. Article 17. The order "9 septemvri 1944 g." is awarded to the comman- ders of the People's Army who have distinguished themselves in battle by their fearlessness, bravery and skillful commanding of army units and groups during successful combat operations, and in peacetime for meritorious execution of government directives pertaining to the consolidation of the defensive might of Bulgaria. Article 18. The order "9 septemvri 1944 g." First Class is awarded to division commanders and above; Second Class, to regimental commanders and above; and Third Class, to all the commanding officers of the People's Army up to regimental commanders. Article 19. The order "9 septemvri 1944 g." is of three classes: first, second, and third. It is of two categories: with swords and without swords. The order with swords is given to military personnel; the one without swords, to civilians. The order "Narodna evoboda 1941 - 1944 g." is given to Bul- garian citizens, such as partisans,,, political prisoners, associates collabora- tors, and members of armed groups, who have displayed courage, bravery, heroism, and self-sacrifice during the liberation struggle against fascism prior to 9 September 1944 and to the citizens of other countries who have rendered services to the Bulgarian people in their struggle against it.sciam prior to 9 September 1944. Article 21. The order "Aarodna svoboda 1941 - 1944 g." is of two classes, first and second. Article 22. The order "Cherveno zname" is given to members of the armed forces and other citizens who have displayed exceptionsl bravery, personal courage, and valor in battle, as well as to entire military units and gro?ps for exceptional distinction in combat against the ene,;ies of the People'a Republic of Bulgaria, and to the members of the armed forces who in peacetime have rendered exceptional services in executing goverrmert directives pertain- ing to the consolidation of the defense of the rooc]e's Republic of Bulgaria. Article 23. The order "Cherve,o zname" is of one class only. Article 24. The order "Cherveno zname no truda" is given to "novatori" (innovators), "ratsionalizatori" (rationalizerz), organizers, managers of production enterprises, combines, and collectives, and to blue- and white- collar workers, individually and collective';-, for exceptional. achievements in the administrative, economic, social, and cultural life of the country. Article 25. The order "Cherveno zname na truda" is of one class only. Article 26. The order "Za khrabro~t" is given to air force and army soldiers, sergeants, junior lieutenants nd lieutenants in wartime for the following accomplishments on the battle'?cld; a. Saving the life of their .~-r.uanding officer by risking their own life. b. Arriving first at an e.:^.;'s trench during an attack. c. ,Capturing an enemy's 1sl banner. d. Capturing a prisoner officer rank. e. Destroying individral]y (with arms) two enemy tanks. I f.. Shooting down individually (with arms) an enemy aircraft. success. Replacing a commardi.ng officer killed in action and achieving . h. Shooting down, in air combat, an enemy aircraft while piloting i. Sinking a foreign vessel. Article 27. The order "Za khrabrost" is of three classes, first, second, and third. The second class can be received by a perscn who has already received the third clans; the first class can be received by a person who has already been awarded the third and second class. Article 28. The order "Narodniyat order na truda" is given to male and female workers, farmers, managers of enterprises, organizers, production mana- gers, managers of associations, production collectives (brigades, teams, groups, etc.) of enterprises, labor-production cooperatives, scientific vorke'-s, yriters, poets, painters, actors, musicians, and other representatives of science and the arts. Article 29. The order "Narodniyat orden na truda" is awarded for shock work which includes production over and above the prescribed quotas; for ful- fillment and exceeding a pa.an in an exemplary manner; for high production; for realizing considerable savings; for innovations and rationalization; for proven ability in organization and management of industrial and other enter- prises or labor associations in all phases of the national economy; and for ?:'couraging the cultural workers who have distinguished themselves and have won the esteem of the people. Article 30. The order "Narodniyat order na truda" is of t c aumc gold, silver, and bronze. Article 31. The order "Kiril i Metodi" is given to Bulgarian citt.ens and citizens of other countries, including social, scientific, educational, and cultural workers for long, tireless, and devoted educational activity in the service of the Bulgarian people. Article 32. The order "Kiril i Metodi" is of three classes: first, second, and third. Article 33. The order "Maychineka alava" is given to mothers who have given birth to, reared, or educated five or more children. Article 34. The terms "given birth to and reared" refer to living children one year of age and older, as well as to children who perished or were driven away from home, or who disappeared in the antifascist struggle or the '+Tar of Liberation, and those children vho lost their lives in the per- formance of their patriotic duty. Article 35. In case of death of the mother who has been awarded the order "Maychinska slava," the order, together with the order certificate, remain with her family for safekeeping and as a keepsake. Article 36. The order "Maychinska slava" is of three classes; first, second, and third. The order of the first class is given to mothers who have given birth to, reared, or educated eight or mpre children. The order of the second class is given to mothers who have given birth to, reared, or educated six or seven children. The order of the third class is given to mothers who have giver, birth to, reared, or educated five children. Article 37. For irreproachable long-term service, the officers and ser- geants of the Bulgarian People's Army will be rewarded with orders, upon the recammendation of the Ministry of National Defense, as follows: a. For 25 years of irreproachable service, the order "Narodna Repub- lika Bulgariya," second class. -5- CONFIDENTIAL CONFIDENTIAL. For 20 years of irreproachable service, the order "9 septemvri 1944 g.," ., first class. c. For 15 years of irreproachable service, the order "9 septemvri 1944 g.," second class. d. For 10 years of irreproachable service, the order "9 septemvri 1944 g.," third class. Article 38. The medal "Za uchastie v narodnoto vuzstanie 1923 g.," is given to the participants in the people's r:orising of 1923. NOTE: This medal is given also to the participants in the struggle against the military-fascist cnvp d'etat o !.tune L19447. Article 39. The medal "Za uchastie v antifashistkata borba" is given to the participants (partisans, their associates, and others) in the struggle of the people against the fascist dictatorship. Article 40. The medal "Za otechestvena voyna 1944 - 1945 g." is given to the participants in the war against fascism, wt?ich lasted from 9 September 1944 to 9 May 1945. The Ministry of National Defense is entrusted with the awarding of this medal. Article 41. The medal "Za boeva zasluga" is given to all members of the army, navy, border units, members of the State Security Police, and People's Militia who, in the fight against the enemies of the People's Republic of Bulgaria, by their initiative and brave actions and at the risk of their own lives, have contributed to victory at the front or who have distinguished themselves in guarding the borders of the country. Article 42. The medal "tea trudovo otlichie" is given to blue- and white- collar workers, to `.heir n ,a-` s`.tics, collectives, and others for fulfilling and exceeding plans in an eamFlary easier, for production above the prescribed quotas, for h1gh production, and for outstanding achievements in the field of science and technology. Article 43. The medal "Maych_nstvo" is given to mothers who have given birth to, reared, or educated three or four children. Article 44. The terms "given birth to and reared" refer to living child- ren one year of age and older, as well as to children who perished or were driven away from home, or rho disappeared in the antifascist tr.r6,gle or the War of Liberation, and those children who lost their lives in the performance of their patriotic duty. The medal "blaychtnc ,vo," second class, is given to mothe-z.; given birth to, reared, or educated three children. Article 46. In case of death of a mother who has been awarded the medal. "Maychinstvo," the medal and the certificate remain with her family for safe- keeping and as a keepsake. Of the honorary citations, the following are retained: a. "Leroy us Narodnata Republika Bulgariya" (Hero of the People's Republic of Bulgar..). b. The honorary citation 'Leroy na truda (Hero of Labor) is changed to' Oeroy ma sotsialisticheddya trod". (Hero of Socialist Labor). c. The honorary citation "Naroden" (National) and "Zasluzhil" (Hon- ored) are retained, and the honorary citation "Zanluzhil" is extended to include, besides workers in the field of science and the arts, workers in other fields. I. The individuals who have been awarded "Dimitrovski nagradi" (Dimitrov's Awards) receive also the citation "Laureat na Dimitrovska nagrada" (D_mltrov laureate Award), and are given an honorary badge and a certificate. Article 48. A new honorary citation is instituted, the "Maychineka slava" (Glory of Mot.erhood). Article 49. The citation "Geroy na narodnata republika Bulgariya" is given for exceptional combat feats, such as exceptional heroic deeds or services to Bulgaria. Article 50. Individuals who have been awarded the citation "Geroy no narodnata republika Bulgariya" receii- simultaneously a gold star and,the highest distinction in Bulgaria, namely the order "Georgi Dimitrov." Article 51. The citation "Geroy na sotsialisticheskiya trud" is given for exceptional and lasting achievements, including inventions and rationali. zations which are of great importance for the entire country. This must be coupled with exceptional devotion and service to the People's Republic of Bulgaria. Article 52. Individuals who have been awarded the citation "Geroy na sotsialisticheskiya trud" receive simultaneously a gold star and the order "Georgi Dimitrov." Article 53. The honorary citation "Naroden" (National) is given for exceptional achievements, especially in science, art, and culture. Article 54. The honorary citaticn "Zasluzh:l" (Honored) is given to workers for long and devoted service in the field of economy, science, and the arts, through which important contributions have been made for raising the economic and cultural level of Bulgaria. Article 55. The individuals who hav- received a "Dimitrovaka nagrada" are given the honorary citation 'Laureal na Dimitrovska nagreda" for out- standing achievements and services in the field of science, art, and litera- ture, as well as for inventions and rationalization. Article 56. Mothers who have given birth to, reared, or educated five, six, or more children are given the honorary citation "Maychinska slave." Article 57. Mothers who have been awarded the honorary citation '44ay- chinska slava" receive simultaneously the order "Maychinska slava" of either first, second, or third class.' Article 58. The recipient of orders, medals, or honorary citations who has been convicted and sentenced is deprived of the right to wear these awards (Article 30, b, of the Penal Code). Article 59. The Presidium rf the People's Assembly can deprive the reci- pients of the right to ever wear orders or medals or to use the honorary cita- tions, in the following cases: a. On the basis of a sentence in connection with Articles 98 to 104 of the Penal Code. b. On the basis of a sentence, by a People's Court, of individuals responsible for bringing Bulgaria into World War II against the Allies and for crimes connected with this. c. On the basis of a sentence which deprives the recipient of his rights, according to Article 30 of the Penal Code. a. In cases of dismissals, according to Article 5a of the law for state employees and according to Article 68 of the law for military personnel. e. In cases in which a person has lost his Bulgarian citizenship. Article 60. T:e Presidium of the People's Assembly can de*-ive recipients of the right to wear orders, medals, or to use the honorary citations, if they have committed a dishonorable act. Article 61. If an order, medal, or honorary citation is revoked, the recipient must return the order, ribbon, or order certificate to the Pre- sidium of the People's Assembly within 3 months of the date of publication of the revocation decree in the Bulletin of the Presidium of the People's Assembly. If orders, ribbons, certificates, order certificates, or medals are not returned within the prescribed period of time, they are confiscated by the administrative authorities. In case orders and medals are not returned (no matter what the reason may be), the persons who have been deprived of the right to wear them will be prosecuted at a civil court. Article 62. When the orders are manufactured, they are given a serial number. Article 63. In case the recipient loses the order for reasons beyond his control, the orler is replaced, upon the approval of the Presidium of the People's Assembly. Article 64. The following orders and medals, in existence before 9 September and after 9 September 1944, are rescinded: a. The order "Sveti Aleksandur" (St Alexander) b. The order "Za grazhdanska zasluga" (For Civic Merit), as well as the "Damaki krust" (Ladies' Cross), which is attached to the order. c. The order "Za voenna vasluga" (For Military Merit). d. The order "Za zasluga" (For Merit). e. The order "Za nasurdchenie kum chevekolyubie" (For Encouraging Humanitarianism), and the "Damski krust" which is attached to the order. f. The medal "Za nasurdchenie kum chevekolyubie." The recipients of orders and medals rescinded by Article 64 of the present decree have the right to wear these orders and medals until their death. Article 66. The Presidium of the People's Assembly may take away the orders and medals mentioned in Article 64 of the present decree, as well as the orders and medals which have been awarded in accordance with the present decree, when they have been given for deeds which are not in the interest of the people.
