In the eastern Ula?aine, North Caurasus, and lower Volga Region, the temperature dropped to 6-10 and locally to 12 degrees below zero (all degrees centigrade) during the night and did not rise higher than 1-2 degrees abovE~ zero during the day. Cold weather vlth strong winds con+,inued to prevail in the eastern European USSR and in the Urals. Snow cover 2-5 and locally up to 10 centimeters deep is lying on the ground east and north rf a line running through Molotov, tJral'sk, and Aktyubinsk. During the day, temperatures were T degrees below zero in Sverdlovsk, 9 below zero in Ufa and i;hkalov. Comparatively wYirm, overcast weather with local. precipitation in the form of light rain or snow continued in the northwestern, northers, and central regions of the t_uropeau 0554. Daytime temperatures were 6 degrees in PetroTavodek and Velikiye Luki, 5 in Vologda, 4 in Arkhangelsk, 3 in Leningrad and Orel, and 2 in hroscov, Riga, Kursk, and Voronezh. Overcast weather with snowfalls, strong winds, and local snowstorms was observed in West Siberie and northern Kazakhstan. Daytime temper- atures were 5 degrees below zero in Omsk, 3 below zero in Novosibirsk, and 2 below zero in Harnaul. It vas warm and mostly dry in Krasnoyarsk Kray and in scuthern Irkutsk Oblast. During the day, temperatures rose toy degrees in Irla:tsk, 4 degrees in Krasnoyarsk. On 1 and 2 November, it became warmer in the southern half of the European USSR including the central. regions. In connection with the warmer weather, the snow cover which had formed earlier in some areas of Yaroslavl' and Kostroma oblasta disappeared. On 2 November, noon temperatures in the north- western, central, and southeastern European USSR were about 4.5 degrees above zero. Fkoate were less severe in the Ursls and adjoining areas. Daytime temperatures there were 1-2 degrees below zero, as compared witih 7-9 degrees below zero the day before. It was comparatively xarm and dry in the southern Ukraine and North Caucasus. Daytime temperatux?ee, there were about ~-11 degrees. Overcast weather with precipitation mostly in the form of snow con- tinued in the northern regions. Daytime temperatures ranged from zero to one degree above zero. Overcast weather xith light snowfalls, strong rinds, and local snow- storms was observed in West Siberis. Daytime temperatures were 3 degrees below zerc in Novosibirsk, one below zero in Barnaul, and zero in Omak. Cold, cloudy weather continued in most of Kazakhstan and Central Asia. Tempere.?.~res were 1-2 degrees belox zero during the night, 3-5 degrees above zero daring the day. It becsme considerably warmer in the western, northwestern, and central regions. In the Ukraine, Belorussia, and Baltic countries, the warmer weather was accompanied by precipitation in the form of rain and xet snow. Quite heavy rains, measuring 15-20 millimeters, fell in the western Ukre:ne. On 14 November, daytime temperatures were 10 degrees below zero to Arkhsngel'sk, 8 b~~, in Sverdlovsk, 7 below in Kazan', 5 below in Kuybyshev and Chkalov, 3 belrnr in Leningrad, Vologda, Gor'kiy, and Moscow, 2 below in Orel and Tambov, one below in Kursk, zero in Kiev and Stalingrad, one above in Velikiye Luki and Voroshilovgrad, 7 above i.n L'vov, 8 above in Rostov-on-Don, 10 above io MakhachkalH,i3 above in Odessa, 15 above in Yerevan, and 17 above in Simferopol' and Krasnodar. Cold weather was observed in Kazakhstan and southern cleat Siberia. However, since the issues included in this report contained no information concerning crops as such, the title of this report has been modified accord- ingly.
