In September, metallurgical plants began to ship orders of steel and rolled
products to the Volga power projects. New production recordi continued to be
made, and certain southern plants began to improve operations.
Steelworkers at the Plant imeni Petrovskiy produced several thousand tons
of steel above plan in September. The mean progressive indexes for utilization
of open-hearth furnace capacity have been exceeded.(1) in the plant's open-
hearth shop No 3, two steelworkers have been obtaining an average of 7.15 tons of
steel per square meter of hearth, as compared with the new progressive norm of
6 tons.(2)
The brigade in the plant's blast-furnace shop has achieved a record co-
efficient of 0.77 as compared with the norm of 0.96. The section-rolling shop
is producing now toward the October plan.
Other plants in the Dnepr region which are producing above the plan include
the Nikopol' Southern Pipe Plant, Novo-Moskovskiy Tin-Plate Rolling Plant, the
Dnepropetrovsk Plan. imeni Komintern, the Plant imeni Lenin, and the Plant imeni
K. Ltbknekht. At the latter, the pipe-rollers and wheel-rollers have been work-
ing for a week on production above the 9-month plan.(1)
On 24 September, the Plant imeni Dzerzhinskiy in Dneprodnerzhinsk fulfilled
the 9-month plan for open-hearth steel smelting. The Sinter shop, medium-gauge
sheet mill, the "330" rolling mills and the tire-rolling ship are now producing
toward the October plan. At the same time, the plant completed its first order
for rolled metal for the Kuybyshev power project on the "330" mill.(3)
In August, a leading steelworker at the "Zaporozhstal.l" Plant, Zaporozh'ye
Oblast, obtained an average production of 6.31 tons of steel per square meter of
hearth, 1.31 tons above the plan and almost one ton more than the pledge. Another
worker set a record in completing a melt in 7 hours, 3 hours faster than the
scheduled time, and by obtaining 9.73 tons per square meter of hearth, more than
4 tons over the planned norm and the pledge.(4)

"haporozhstai ' has received an order to roll steel sheet for the Leningrad
Plant imeni Kirov, which is producing hoisting machinery designed for the Kuyby-
shev and Stalingrad power projects, The fine-gauge sheet shop recently sent 80 tons
of sheet to the Leningrad plant.15) The sheet will. be used to product, heavy-duty
cranes and other hoisting machinery f',r the Volga projects.(6)
The Makeyevka Pipe-Casting Plant imeni Kuybyshev; Stalino Oblast, has pro-
duced its first consignment of water main pipe for the Kuybyshev power project-(7)
The Metallurgical Plant imeni .Anlreyr?,, Taganrog, Rostov Oblast, has already
shipped the first consignment of pine to the Kuybyshev and Stalingrad projects.(8)
The Stalingrad "Kraenyy Oktyarr1` Punt _Js a.;so filling orders for t ice pro-
jected Stalingrad GES:(9) A. steelw-,rke~r in the plant's open-hearth shop No 2
recently .set a record b! obtaining 12 tons of steel per square meter of furnace
hearth. This is the highest production at the plant in the postwar year.s.(.LO)
The plant has been making use of its waste metal by recently producing several
thousand shovels from least;es.(11)
Among the Stalingrad plant's workers are many Georgians who have core there
to get their production skills and then return for work at the Tranecaucasus Metal-
lurgical Plant in Rustavi. In 1950 alone, several dozen young workers have
arrived in Stalingrad to learn various trades or improve their skills in metallurgi-
cal production.(12)
In Moscow Oblast, steelworkers at electric furnace No 2 of the first steel-
smelting shop of the "Elektrest.alp' Pant have been smelting tool steel for the
new power and irrigation projects on 'the Volga, Dnepr, and in the Turkmen SSR.(13)
The "Seep i molot" Plant in Moscow completed the 9-month plan fcr the entire
metallurgical cycle 3 days ahead of schedule.(14) The length of the open-hearth
furnace run between pepairs has been increased to 240 melts at "Serp i mo.lot," as
compared with the southern plants, where the run is only .150-160 melts.(15)
The Novo--Tul'skiy Metallurgical Plant, Tula Oblast, is supplying pig iron to
the Leningrad plants which in turn are producing electric machines and t.rbines
for the new power plants on the Volga..(16,
The Ural plants are also supplying metal to the new projects. The Magnitogorsk
Metallurgical Combine has already shipped thousands of tons of rolled products
and steel to the Volga power plants,(17) Leading steelworkers at open-hearth furnace
No 3, ship No 1, have increased the furnace run between repairs to 157 melts as
compared with the norm of 150 melts,(18)
The Chelyabinsk Steel Structures Plant imeni S. Ordzhonikidze is building
steel columns for construction If the main building of the Moscow State University.

The Verkh-Isetskiy Plant, Sverdlovsk Oblast, is producing higk-grade steel
for the electric equipment to be used in the Volga power plant projects, A lead-
ing brigade at this plant recently dbtained 8.15 tons of steel per square meter
of hearth as compared with the norm of 6.5 tons.(17)
The Nizhniy Tagil Metallurgical Plant imeni Kuybyshev, Sverdlovsk Oblast,
has already sent a second carload of roofing iron to cne of the Volga power plants.
Rolling mill operators of the large-sect.on shop of the Novo-Tagil'skiy and
Serov plants are preparing to meet orders for the new power plants. They will ship
rails, beams, and girders of various sizes to the plants,(20)

At the Serov plant, from the first of September, five bleat?furnaces, pvuiing
machines and other sectors of the open-hearth, rclling, and ether shops have been
converted to cost accounting,(21) One worker has attained a coefficient of 0.58
for capacity blast furnace utilization as compared with the pledged 0.65. A lead-
ing steelworker has obtained 8.73 tons of steel per square meter of hearth as com-
pared with the norm of 4.9.(22) A rolling brigade has been producing 14.6 tons
of metal per hot hour instead of the 8.6 tons called for by the progressive norm.

On 6 September, the Beloratsk Metallurgical Combine. Bashl_ir" ASSR, completed
the Five-Year Plan for volume of produ:.tior, and exceeded the 8-mcnrt plar.for
rolled metal production.(23';
In Kemerovo Oblast, the Kuznetsk Metallurgical Combine imeni Stalin has
chipped the first consignment of steel girders to the Stalingrad GLS.(74)
The Uzbek Metallurgical Plant, Begovet, is producing a special type of
rolled metal for the Kuy'oyshev and Stalingrad projects and the first ccnsignments
are already on their way.(25) The utilizaticn of the capacity of the plant's
open-hearth furnaces has increased five times since 1.946, the average weight of the
melt has increased by 17 tons, and the length of the melt has been decreased by
6 hours, The planned capacity of the furnaces has long since been exceeded, In
April 19.r0, the open-hearth furnaces produced as much steel as in all of 1945,(26)
The Kazakh" Metallurgical Plant completed ahead of schedule the third-quarter
plan for the entire metallurgical cycle, Steelworkers have exceeded the progressive
norms for utilization of open-hearth furnaces. The average recovery of steel per
square meter of furnace hearth is 1.36 tons above the plan and the length of each
melt has decreased an average of 28 minutes. The results of the all-Union competi-
tion among metallurgists show the plant's rolling shop in second place for the
first half of 1950.(27)
According to a report by the Statistics Administration, Latvian SSR, the
Latvian republic fulfilled only 59 percent of the August plan for steel production
and 98 percent of the plan for rolled metal production. August 1950 production
in percent of August 1949 was 119 percent for steel and 169 percent for rolled
metal production. The "Sarkanays metalurgs" Plant of the Ministry of Local In-
dustry failed to meet the plan for steel and wire red production",(28) In the
July report of the Statistics Administration, steel production in the republic
in July was shown to be only 8c'pe_cer_t of the July plan and 108 percent of the
1949 plan. Output of rolled metal was only 58 percent of the July 1950 plan and
92 percent of the July 1949 plan.(29) LThe individual work of the "Krasnyy metal-
lurgy" plant was not shown in either report,
