The Statistics Administration Belorussian SSR reports that the second-
quarter 1950 gross-production plan was fulfilled 105 percent by industry within
the Belorussian SSR, including 101 percent by Union industry and 106 percent by
Union-Republic, Republic, local and cooperative industry.
The gross production output in the second quarter 1950 increased 30 percent
over the second quarter 1949, Individual oblasts of the Belorussian SSR fulfilled
the gross-production plan as follows:

Construction projects within the Belorussian SSR completed 99.6 percent of
the second-quarter plan for centralized capital construction, including 102.6
percent for Union projects and 96.8 percent for republic projects. The volume
of centralized capital construction in the second quarter 1950 increased 23 per-
cent over the sane period of 1949, including 19 percent for Union construction
projects and 27 percent for republic projects.
The second-quarter plan for capital construction was fulfilled by the fol-
lowing ministries -.nd departments: Timber and Paper Industry Belorussian SSR,
Light Industry Belorussian SSR, Local Fuel Industry Belorussian SSR, Land Devel-
opment Belorussian SSR, Education Belorussian SSR, Health Belorussian SSR, Com-
munal Economy Belorussian SSR (housing construction), Trade Belorussian SSR,
Cinematography Belorussian SSR, Administration of Arts under the Council of Min-
isters Belorussian SSR, Committee on Cultural and Educational Institutions under
the Council of Ministers Belorussian SSR, Committee on Construction for Adminis-
tration 1 QAes of Local Soviets and on Capital Construction for the Needs of
"Glavpromstroy" under the Council of Ministers Belorussian SSR, and the Ministry
of Housing and Civilian Construction Belorussian SSR.
The following ministries and departments failed to meet the second-quarter

Machine-tractor stations, sovkhozes, and kolkhozes started agricultural
work in the spring of 1950 much better equipped than in 1949. The number of
tractors (reduced to 15 horsepower) in machine-tractor stations increased by
26 percent, tractor plows by 48 percent, tractor seeders by 160 percent, and
cultivators by 56 percent.
During 1950, kolkhozes of the republic increased the sown area for spring
crops; planting of flax and root fodder has increased considerably.
Hay harvesting was better organized in 1950. As of 1 July 1950, the mowed
area in kolkhozes was 39 percent larger than on 1 July 1949. However, kolkhozes
of Mogilev, Vitebsk, and Minsk oblasts are lagging considerably in their hay-
mowing operations.
Fodder ensilage by kolkhozes of the republic had made slightly better prog-
ress by 1 July 1950 than in the same period of last year. However, many kolkhozes
of Bobruysk, Minsk, Brest, Grodno and Molodechno oblasts are very slow in their
ensilage work.
In the second quarter 1950, considerable work was done in the republic for
the enlargement of small kolkhozes. Before the enlargement was effected the
eastern oblasts of the republic had about 10,000 kolkhozes; after consolidation
as of 1 July 1950, there remained 5,071 kolkhozes. As a result of the consolida-
tion of small kolkhozes, their management and general economy was improved. More
experienced and trained workers were appointed to leading positions in kolkhozes.
During the period of spring field work, a large number of peasant holdings
in western oblasts of the republic joined the kolkhozes.
The Ministry of Automobile Transport Belorussian SSR fulfilled the second-
quarter plan for freight hauling in tonnage 112 percent, and 105 percent in ton-
kilometers. As compared with the same period of last year, freight hauling in
tonnage increased 42 percent, and in ton-kilometers 39 percent.
The Administration for Utilization of Small Rivers for Transport, Council
of Ministers Belorussian SSR, completed 77 percent of the second-quarter plan
for freight hauling in tonnage, 97 percent of the plan for freight hauling in
ton-kilometers, and 95 percent of the plan for passenger transport. Compared
with the same period of 1949, freight hauling increased 17 percent and passen-
ger transport 30 percent.
Trading organizations of the Belorussian SSR completed 99 percent of the
second-quarter plan for retail commodity turnover. Loclal trading organizations
completed 95 percent of the plan, consumers' cooperatives 105 percent, military
commissaries 106 percent, Main Administration of Special Foods Stores 110 per-
cent, and Main Administration of Department Stores 104 percent.

As a result of the reduction of state retail prices on industrial goods
and food products in March 1950, retail commodity turnover continued to increase
in the second quarter of this year. The total volume of retail commodity turn-
over in state and cooperative trade in the second quarter 1950 increased con-
siderably over the first-quarter volume. During the second quarter, kolkhoze!,
markets in oblast centers increased their sales of butter, vegetables, eggs, meat,
milk, and other products. Prices in kolkhoz markets were lower in the second
quarter 1950 than in the second quarter 1949 on pork, veal, butter, and other farm
products.
