AGREE ON SPHERE OF INFLUENCE -- Hong Kong Kung-shang Jih-pao, 14 Jul 50
Taihoku, 13 July (special dispatch) -- According to a reliable source,
a high-ranking CCF source has let it leak out that Stalin and Mao Tse-tong
have already concluded a secret pact for the liberation of Southeast Asia.
The gist of this pact is as follows:
1? The internal purge of the CCP is to be completed by the end of De-
cember 1950,
2. The sphere of Chinese Communist activities will be:
a. Far East: Nonliberated areas of China, :Burma, Viet Nam, Thai-
land, Saigon, Hong Kong, Macao, as well as the South Seas, Japans Korea, Pak-
istan, and India.
3. Reorganize the UN to permit delegates of the: People's Republic of
China to be seated in the UN General Assembly.
4. Mao is to be appointed commander in chief of the Southeast Asia
People's Liberation Army (PLA); Ho Chi Minh, Kim Il-sone, and Lin P'iao, dep-
uty commanders; and Tokuda Kyuichi, commander of the Expeditloaary Army.
5. Reorganize the Chinese PLA into the Expeditionary Army of the South-
east PLA, which .is to be made up oP 2 million troops by the end of October,
1950. Thia expeditionary army will exclude former Nationalist troops xho de-
fected or those units which are considered unreliable. All field grade offi-
cers and above of these units are to be assembled at Harbin, Kirin.
6. Two million Chinese youths are to be sent to the USSR to receive
training.

7, After the Chinese PLA is sent to Southeast Asia on an expedition,
rear-service responsibilities are to be assumed by the Confederated Red Army.
8. To facilitate troop movements, all major Chinese railroads are to be
placed under joint Sino-Soviet control.
9. The Chinese PLA is to set up an advisor group to be placed under the
command of the Confederated Red Army.
10. The combat areas of Southeast Asia are to be placed on equal foot-
ing regardless of who is in command.
11. This pact is to become effective immediately after endorsement by
the contracting parties; disagreement arising over any provision in this pact
is to be settled by the high-contracting parties.
CONFER ON NEXT MGVE -- Hong Kong Kung-shang Jih-gao, 13 Jul 50
Taihoku, 12 July -- Although unconfirmed, many political observers in
Taihoku are of the opinion that Mao 4Se-tong is already at Moscow conferring
with Soviet leaders on the next plan of attack in coordination with the North
Korean push into South Korea.
Many Taiwan KNIT officials are also saying that the Chinese Communists have
already mobilized a large number of troops in North China and the Northeast,
and that Lin P'iao is now rushing his t~:oops to the Yunnan-Viet Nam border.
Some are of the opinion that the Chinese Communists ma; be ,planning to create
an incident on the Kowloon border.
Along this line, it is generally believed by everyone that because of the
appearance of the US Seventh Fleet in Taiwan waters to prevent any CCF invas-
ion attempt on the island, the Chinese Communists are now planning to create
incidents in various other places to save face. It is believed that the most
likely places are Viet Nam, Hong Kong, or Macao.
With regard to their Taiwan invasion plan, many political observers feel
that the Chinese Communists will not abandon the plan completely but their
activities will be restricted to aerial bombardment.
