THIS IS UNEVALUATED INFORMATION NEW DECREE RAISES MINERS' WAGES To stimulate productivity in the coal- and ore-mining industry, the Council of Ministers has passed a decree raising the miners' wages accord- ing to the following provisions: 1. For foremen and specialized workers engaged in underground opera- tions, the daily wage will be raised by 16 percent, or from 560 to 650 leva, whereas 'their helpers will receive a wage increase of 12 percent, or from 500 to 560 leva. Miners engaged in general underground operations will re- ceive a 27-percent increase, bringing their daily wage from?330 to >}20 leva. All additional compensations, such as premiums for length of ser- vice night work, work stoppages caused by the enterprise, and work in malaria- inf~ted areas, etc., will be paid according to the corresponding laws and regulations now in effect. 2. Wages will be paid by lump payment (upon agreement) or by daily wages. 3. The work norm is established on the basis of a progressive premium system, whereby the worker is paid according to yield, and receives a progres- sive wage increase by exceeding his work quota. The rates are computed according to the production units or seperate operations accomplished. s. For Underground Work (1) For quota fulfillment reaching an average of 100 to 110 per- cent monthly the worker receives his basic daily wage, plus .the, amount for ex- ceeding his quota, and in addition 50 percent of the latter amount, which repre- sents the progressive premium. Example -- When the basic wage is 650 leva, and quota fulfillment reaches only 80 percent, the daily wage is computed as follows: 6 ~ . 520 b. For Work in Open Pits The progressive premium scale system is 8pplied as follows: (1) For an average monthly fulfillment reaching 110 to 112 percent, the premium amounts to 50 percent of the amount paid for exceeding the quota; (2) For an average monthly fulfillment reaching from 112 to 124 percent (inclusive), the premium amounts to 100 percent of the amount paid for exceeding the quata; (3) For an average monthly fl~.fillment reaching mere than 124 per- cent, the premium amounts to 150 percent of the share paid for exceeding the quota.' (1~) When quota fulfillment is not reached, the wage amounts to the relative percentage of the basic 3aily pay. Additional payments for work stoppages caused by the enter- prise are computed on the basis of the daily wage, and 75 percent of the wage is paid to workers laid off from work for an entire day. 4. To establish a permanent labor force in the coal- and ore-mining in- dustries, yearly premiums will be paid for continuous work in the same enter- prise, averaging from 10,090 to 25,000 levy yearly for miners engaged in under- ground work, and 5,000 to 15,000 leva yearly- Yor those working in open pits. 5. The Presidium of the Grand National Assembly is requested to confer the title "Outstanding Miner," and to grant a special insigne to shock workers of the mining industry. 6. 7.'he Ministry of Industry is directed to speed the construction of min- ing towns, and to provide at least 1,000 apartments and ?20 bachelors' rooms ready for occupant' in 1950? Of this number, 570 apartments and 40 rooms must be located in Dimitrovo, 34k apartments and 255 rooms in Dimitrovgrad, 16 apart- ments and 29 rooms in the Burgas ore-mining district, and 18 rooms and 8,180 square maters of housing area in the Rhodope ore mining district. 7. The State Planning Commi.saion and the Ministries of Finance, Construc- tion, Communal Economy and Welfare, and Industry are directed to establish and submit within 2 months to the Council of Ministers a project for promoting mine workers' housing, especially in D~.mitrovo and Dimitrovgrad, and to support and encourage private housing projects. 8. The Ministry of Industry is directed to establish training courses for improving qualifications, especially for miners who are lagging in quota ful- f illment and may benefit from the experience of shock workers. 9. To increase productivity and earnings in coal and ore mining, the Coun- cil of Ministers deems it necessary to increase the norms in proportion to 199 beginning 1 May 1950 by 5 percent in coal mining and by 8 percent in ore mining. Any further upward revisions and increases are forbidden before 1 May 1951. 10. It is prohibited.to assign workers oY a higher category to duties be- longing to a lower category, except in unusual circumstances such as Pires, acci- dents, etc. ll. Workers recovering from sickness, upon medical recommendation, may per- form easier duties, but will be granted their previous wages for one month. Af- ter this time, they will be paid at the rate corresponding to their actual work. 12. Workers who perform easier duties upon medical recommendation following a work accident will receive their previous wages for 4 months. 13. Workers and technical and engineering personnel engaged in mine work and survey projects will receive work clothes, sandals, rubber boots, and shoes. These ariclea must be returned if the individual leaves the mine before the end of the period for which they were supplied. 14?. Decree 49 of 2 December 1947, record No 178, remains in force for non- metallic mineral mines and underground piping operations. Premiums Yor length of se=vice in the Cherao Morie Mine will be correlated with those established in all other~~enterprises. Decree No 867 of 21 April 1945 is abolished. 16. Violations of the present decree will be prosecuted under the Law on Price and Supply and the Law on Work Norms, in addition to the general Labor Laws. 17.
