The Ministry of Heat and Dairy Industry, which exceeded the gross-production plan, did rot complete the plan for production of butter; Ministry of Automo- bile Transport -- bal.terien and capital repair of automobiles; Administration of Industrial Cooperatives, Council of Ministers Kirgiz SSR -- bricks, lime, metal beds, cotton and silk fabrics, leather shoes, confectionery and macaroni products; Kirgiz Union of Invalids' Cooperatives -- alumina were, hen old soap, silk fabrics, leather shoes, hosiery, and knitted outor garments. Many kolkhozes and sowkhozes which had a gocd harvest did not give suffi- cient attention to the speedy gathering and threshing of grain crops and are delaying the harvesting of industrial crops. As of 10 Octob-r, 94 percent of the grain-harvesting plan was completed by kolkhozes and 103 percent by sovkhozes. Kolkhozes harvested 30,000 hectares less than at year. The grain-thivshing plan was also completed less satisfactorily than in 1948, only 84 percent of the 1949 plan being fulfilled. Issyk-Kul' Osh oblaats are behind all the others in harvesting and threshing of grain crops.. The harvesting of industrial crops, including cotton, sugar beets, hemp, sunflowers, and flax, has been slower than last year, especially in the case of cotton. In connection with the delayed fulfillment of the grain-harvesting plan, the sowing of winter crops and plowing of fallow began later in 1949 than in 1948. As of 10 October, 48 percent of the winter sowing plan had been completed, as against 64 percent in 1948; and 12 percent of the plan for plowing fal'ows, as against 14 percent in 7.948., Sovbhozes of the Ministry of State Parma Kirgiz SSR have also been less successful than in 1948 in fulfilling the plan fo] winter sowing and plowing fellows. In 1949, most of the kolkhozes and sovkhozes were able to meet the plan for feed procurement. However, the republic as a whole had not completed the plan for feed procurement as of 10 October. Kolkhozes of Issyk-Kul' Oblast completed 79 percent of the plan and those of Tyan'-Shan' Oblast, 90 percent. Solkhozes of Osh and Tyan'-Shan' oblasts did not fulfill the plan. As of 10 October, seed grasses had not been cut on an area of 7,300 hectares and had not been threshed from an area of 6,100 hectares. The third-quarter plan for daily average loading was fu filled 121 percent by the Sixth Division of the Turkestan-Siberian Railroad, including 82 percent for grain loading and 84 percent for sugar loading. The Administration of the Issyk-Kul' Ship Line, Council of Ministers Kirgiz SSR, fulfilled the third-quarter loading plan 113 percent, including timber loa. ng 122 percent. The Ministry of Autcmobile Transpo t completed 92 percent of the plan for freight-caitying in ton-kilometers, and 139 percent of the passenger-carrying plan. The Kirgiz SSR completed 81 percent of the third- tarter capital construction plan, including 96 percent by Union construction projects and enterprises, 58 percent by Union-Republic enterprises, and 69 percent by Republic enterprises.
