Construction organizations in the Belorussian 888 are not utilizing all
available means for mechanizing construction and for converting to high-speed
industrial construction methods, with the result t'+at, in the last 3 years, the
large mums appropriated by the state for capital construction have not been
fully used. There has been little improvement in this actuation in the first
4 months of 1949.
Among the construction enterprises which are not meeting the capital
construction plan are a number of oblast trusts of the Ministry of Civilian
Housing Construction, oblast administrations of "Glavpramstroy" (Main Administration
of Construction of Indus cal Enterprises) of the Council of Wnietere Belorussian
SOB, branch construction trusts which are reconstructing food and machine-tool
building enterprises, ministries of the timber and paper, light, and food
Industries. The number of projects not completed on schedule has resalted is
freezing State funds and in a considerable increase in construction costa.
Leading construction entbrpriseu "hicn are meeting their plans include
"Beltraktorostroy" (Construction of Belorussian Tractor Enterprises), "Avtopremstroy"
(Construction of Autoslolile Industry 14terprises), and "Glavminekstroy" (Main
Administration or Reconstruction of the City of Minsk). Theme enterprises have
all pledged to coa'plete the 1949 capital oonst action plan ahead of schedul-
by T November.
City improvements lp Deretniki, large center of the cher1cel, indsitry in
Molotov Oblast, are being eztedded this year. he 1949 plans call for construction
of 27 multistory houses, schools, the kindergartens, nurseries, a hotel, and
other such establishments, as well as a 5^-hectare park in the center of the
city. A recent session ,f the city soviet approved plans for further city
development.

In 1948, many houses, eight schools, a polyclinic, and a bakery were built

the new part of the city. It is planned to build four new schools and two
clubs. Streets are being asphalted and streetcar lines" extended. The first line,
11 kilometers long, connects the central part' of the city with mines and rockers'
settlements in the rayons.

Considerable work is being done in improving the city of Chelyabinsk.
