of the Central Committee which reported directly and exclusively to Stali

and all decisions, correspondenca, and actually everything connected with
governing the country was cleared through this section which was run by
Malenkov. Poskrebyshev and Tovtucha, who later died, also worked in the
some section. Poskrebyshev acted in the capacity of chief secretary whose
primary function was to serve Stalin and to handle the technical side of the
work.
2. Malenkov grew up in the technical work of the Party and selection of the
cadres. All regional and city Party apparatus appointments came through
his and La&Smvich's hands. Actually neither Stalin nor Kaganovich had
enough time for e many details corrected with this work$ it was entrusted
to Malenkov subject to their approval. Thus, Kaganovich and alenkov were
closely connected at that time and Kaganovich still continues the
overall guidance of this important work of selecting Party worker

4. Khrushchev is very sly. He is a Moscovite by origin, not a Ukrainian, and
his cunningness is very primitive. He is a man who will not hesitate to
resort to the most severe measures as may be raquired by circumstances.
The personality of Khrushchev resembles greatly that of Kaganovich, although
his is not of the came stature. Khrushchev is capable of arriving at in-
dependent decisions without referring to the Central Committee, Party, etc.

where ha cirected both goverment and Party activities. Next to Leningrad
this is the largest field of activity. He definitely played the first
violin there and perhaps was even considered next to Stalin and
in importance. Thus, the personality of Khrushchev is extremely interesting
and very important inasmuch as the entire Party and government apparatus
in the Ukraine is filled by his men. On the other hand, Khrushchev has no
authority or influence in any of the other republics, or in the matters out-
side of the Party or the government.
5. J.s present position in the Presidium is.such tat he could be exploited
by one group or another to serve its own ends. on't believe, however,
that he has a chance of advancing beyond his present position of Secretary
of the Party.
6. It seems today that Khrushchev is following his own line and, therefore,
should not be considered as belonging to the Kaganovich group, although
he definitely could be placed in the anti-Molotov group. If the Partv
occu ad the some position as it did in 1920-1937 period
Chrushohev would have become Stalin's successor, but the Party
has lost its previous dominant position since the adoption of the Stalin
Constitution.
7. In spite o r Khrushchcv was never arrested during the great
purge, but he himself was under suspicion and that
Yeuhoy was anxious to have him removed as he tried to remove Zhdanoy in
Leningrad, and other leadara such as ah03 Ze and Beria.
