The fodder on the farm in not stored for the winter in the silo; the straw is still lying out in the fields and the hay is perishing. 5.___ Prior to 1949, the State farm had 47O head of livestock, including horses, cows, buffaloes, oscen, etc, but this number has decreased to about one half because many of the animals died. The peasants do not take care of the livestock because they see that everything is produced for the benotit of the Communists employed by the farm administration and by the Party at Balchik. Communists from Balchik very often collect butter, eggs, milk, cheese, etc from the farm. In 1953, the crops were harvested late and therefore labor brigades of armed DOSO members arrested several peasants and handed the chief accountant's book to Party authorities in Balchik for inspection. Much of the agricultural machinery is old and cannot be repaired. Private agr cultural .chincry including tractors, sowers, and threshers, is nationalized. Two new combines, which are always in repair, a Stalinets tractor, and an old Soviet T-54 tractor have been delivered to the farm. 7. The party ind the Trade Union organization are inactive, but they do enaoL, Laws for arrests, for assaults, etc. 8. e e sent articles to Communist newspapers about the irregularities on the farm. This was done only to make the peasants and the farm workers think that they had the right to criticize. As a result of this, Penchev was dismissed from the farm and assigned to another job. This was a promotion for vigilance. 9. The peasants of the state farm in Septemvriytei, Be.lchik Ce~oliya, think that vigilance means the prosecution of Gemeto followers 1 followers of r M D5 nitrov.7 and followers of e co who are the enemies~.of all TKZS, DZS, MTS, institutions, and enterprises. All work brigades have a chief of the brigade and a commissar of the brigade. The latter is a State Security agent and his assistants are DOSO anC Party members.
