1. (U) Admiral Rickover -- Educational Institution

Hyman Rickover commented that the unemployment level for
young people aged 20 to 24 is double the national average
despite recent statistics given in the Endicott Survey of
increased employment opportunities for the class of '77.
The Admiral cited a recent study by the Department of Labor
which projects that in the next decade college graduates
will exceed the number of college requirement jobs available
by approximately 800,000, with the margin increasing sub-
stantially in the 1980's. Translated into language that
college students understand, the data. indicate that many
will have to settle for a job that promises far less in
day-to-day satisfaction and remuneration than they expect.
By trying to increase enrollments, universities are subject
to bitter accusations that they are solving their short-
term financial woes at the expense of long--term student
dissatisfaction and increasing student indebtedness that may
in the private colleges cost as much as $40-50,000 for an
average four-year baccalaureate degree. According to the
Admiral, this raises a serious issue- To what extent do
educational'instit.utions have a responsibility to admit only
that number of students who can reasonably be expected to
obtain employment on a level commensurate with their
education?
2. (U) Employing_ the Handicapped: During the recent visit
to the University o Texas, our recruiter, 25X1A
had a long discussion with the Director of the Job Readiness
Clinic of the Rehabilitation Counselor Education Program at
the University. was invited by the Director to

participate in the Clinic from time to time as a guest
lecturer enunciating job opportunities in CIA for handicapped
persons. has accepted the invitation and anticipates
that during the summer of this year he will be making a number
of presentations to handicapped groups concerning possible
Agency employment.
3. (U) New Bulletin Board: We have been advised that
Depot employees would like a bulletin board for advertising
cars, household items, houses, etc. Also, they would like
to have on their board the information t.ha.t is posted on
the Headquarters boards. We have contacted Logistics
Services Division and they have begun constructing a bulletin
board for the Depot.
4. (U) EAA Ticket Sales: The good weather has sparked
an interest in EAA ticket sales for Kings Dominion and. Busch
Gardens. During the month of May, EA:A sold 180 Kings
Dominion tickets and. 60 Busch Gardens tickets at a discount
to Agency employees. The $8.50 Kings Dominion tickets are
sold for $7.65 and the $8.00 Busch Gardens tickets are
available for $7.15.
5. (U/AIUO) Baggage Allowances: Employees traveling
overseas are in sbmei.nstanices experiencing confusion con-
cerning the new accompanied baggage allowances introduced
by commercial airlines on 1 June 1977. The new allowances
are based on the dimensions of the luggage while current
Government regulations are based on weight. Central
Processing Branch is briefing travelers on how to reconcile
the two-allowances and to meet both requirements.
6. (C) Rehired Annuitant: The following case was
approved for the DDA:

Coming Events:
1. (U) The monthly Personnel Officers' Meeting will be
held on Wednesday, 8 June, at 10:30 a.m. in the Headquarters

2. (U) We will continue with revision of regulations.
3. (U) We will continue our meetings with senior
Directorate officers on explaining the Factor Evaluation
System and. obtaining their review of the Mail and. File
(Info Control and Records) draft standard.
