SUBJECT : Occasions of Use of Non-Published
Telephone Lines in Lieu of Agency
WATS Lines
I. There are many times during each day when
it is seemingly impossible to obtain a WATS line.
2. Prior to installation of vIATS the average
monthly cost of telephone calls via "non-pub" was approxi-
mately $140. Therefore, decrease in monthly cost of outside
telephone calls since WATS is in excess of $100.
3. 0 We are required to initiate numerous payments
on a priority basis, through use of previously established
telephone codes; therefore, when the WATS lines are unobtain-
able, we revert to the "non-pub" line so as to effectively
carry out our duties.
4. Also, frequently we find that it is
impossible to clearly carry on a conversation over the WATS
line. We revert to the "non-pub" line so that no misunder-
standing occurs in the information being relayed as it could
be a very costly transaction.

3. As noted on the attached memo we have greatly
reduced our use of the non-pub line. We give the
watts lines a fair chance, calling at least 3 times
for priority items before reverting to non-pub. On
non priority items we continue watts until we obtain
an open line, usually a very frustrating length of
time.

obtain an open watts line the sayings of $17.10
would vanish.

are continuing to place outgoing long
distance calls over their non-pubs
rather than through the Agency WATS
system. Note the statement on the
