Indonesian Cabinet restricts projected Communist activities: The Indonesian Cabinet on 29 August agreed that individuals may attend the Peiping peace conference, but that foreign citizens on their return from China will be subject to Indonesia's regular foreign quota system. This will prevent Chinese who are citizens of the Chinese People's Republic from attending the conference and then returning to Indonesia. The cabinet disapproved the plan of SOBSI, Indonesia's Communist-led labor federation, to invite foreign guests to 25X1A its September national congress, and likewise disapproved an invitation to the World Federation of Democratic Youth to hold a con ress esia. Comment: The American Ambassador reported on 28 August that moderates in the cabinet, including both National Party and Masjumi elements, were concerned over the boldness with which the Communists are maneuvering in Indonesia. 2. Tudeh members reportedly instigated port strike in Ira : The Iraqi ore gn Minister has informed the mer ican massy in Baghdad that he believes the Basra port strike of 23 to 25 August was led by Tudeh members who had infiltrated across the Iranian border. Basra is approximately 30 miles up the river from the Abadan refinery, the scene of frequent Tudeh disturbances.
