ADMINISTRATIVE DIVISIONS IN THE WESTERN HEMISPHERE COUNTRIES
I. Introduction
An understanding of the administrative organization of a
country is of value in geographic and economic research that
involves areal distribution of factors such as natural resources,
power facilities, and transportation networks. The need is particu-
larly great if data are to be presented in map form. However, before
data can be either interpreted adequately for research purposes: or
plotted accurately on maps, it is essential that information on
administrative divisions be up to date.- For example, the results of
the 1950 Census of the Americas J cannot be fully utilized unless
the current units, by which the data were compiled, are known.
In the Western Hemisphere, the administrative divisions in some
countries have changed sufficiently during the past ten years to make
necessary a new listing to replace guides which are now out of date.
The Index to the Civil Divisions Base Ma
of the Americas published
by the American Geographical Society in 191+1+ and the Handbook of
Latin American Population Data issued by the Office of Inter-
American Affairs in 191+5 have served as important sources for informa-
tion on the administrative units in Latin America. Since these

publications are based on pre-19+5 information, they are unreliable
for the current situation in many countries.
The terms applied to first and second-order administrative
divisions vary from country to country in the Western Hemisphere.
Departamento, 2rovincia, and estado. are the terms most frequently
used for first-order divisions. A term applied to the first-order
division in one country, however, may be used for second-order divi-
sions in another country. In Bolivia, Colombia, and Guatemala, for
example, the departamenis is a first-order division, whereas in
Argentina and Chile it is a second-order division. Three of the
political entities of the Western Hemisphere -- Alaska, British
Honduras, and Surinam -- have only first-order divisions, and two
others -- Jamaica and British Guiana -- have first-order divisions
that have no administrative functions. In addition, several countries --
including Argentina, Brazil, Colombia, and Mexico -- have more than one
category of first-order division. In such cases, the divisions differ
in degree of local autonomy and in the extent to which they are repre-
sented in the national government. In this report they are presented
in descending order of importance.
In the following listings, first-order administrative divisions
and. their capitals are named for each political entity, and the number
of second-order divisions within each first-order division is noted.
Chsanges made since 19140 in first-order administrative divisions are
explained in footnotes. The principal sources from which data were

obtained are cited; most of these include a list of second-order
divisions. Whenever available, results of the 1950 Census of the
Americas have been used. Eventually this census, the first to be
attempted on a hemisphere-wide basis, will provide uniform informa-
tion of approximately the same date for most of the 21 American
Republics. For some of the countries it will be the first organized
census ever to be taken.
For reference purposes, a one-sheet map showing first-order
divisions is recommended for each country. Accurate maps showing
second-order divisions are available for only a few countries,
since boundaries of these divisions have been defined accurately in
only a few cases.
