BLOC AID RECIPIENTS TO DOMINATE CAIRO ECONOMIC CONFERENCE
Representatives and observers from some 30 under-
developed countries are currently in Cairo to attend a 10-
day economic conference on the problems of developing nations
(See Table attached). The conference, originally promoted
by Yugoslavia and the UAR, has since attracted additional
sponsors from nine Afro-Asian countries. Delegates from
twelve other Afro-Asian states and four Latin American
countries, as well as observers from four other Latin
American nations, will be present.
The agenda, which as late as April was supposedly to be
restricted to technical discussions among economic experts,
has since been expanded to cover trade and general economic
problems., One of the subjects to receive much attention at
the conference will be the impact of the Common.Market on
the less-developed countries. This is suggested not so much
by the final agenda, which appears all-inclusive, as by the
national representation at the conference. Of the sixteen
African nations who are associating with the Common Market
only three - Mali, Somalia, and the Congo Republic will
be represented at Cairo. Of the non-associated states,
however, ten are taking part in the conference.
That the conference may have strong anti-Western over-
towsis suggested by the fact that the eleven sponsoring nations
have together received almost $3 billion in Bloc economic
aid, in which all but one - Libya - have shared. The majority
of the sponsoring nations also have received or are now
negotiating for Bloc military assistance. Moreover, nine
of the sixteen nations sending delegates to Cairo have re-
ceived Bloc aid totalling another $1 billion. Of the major
recipients of economic assistance from the Bloc only Syria
and Iraq are not represented at the Cairo conference. On

because most of the agenda items are of a technical nature,,
and because the Egyptian Government has given the US
Government assurences on the matter, there is a. good chance
that the conference will limit the propagandistic element
in the presentations.
