A Venezuelan special envoy sent to attempt to nego-
tiate the release of the hostages told the Popular Revolu-
tionary Bloc yesterday that unless the hostages were re-
leased within 72 hours Venezuela would "retaliate," but
he did not specify what action would be taken, according
to a press report from El Salvador.

The US Embassy in Ottawa notes in its final prog-
nosis before the national balloting on Tuesday that ma-
jority government seems out of reach for either major
party, and that developments in the campaign's final
hours will determine which party receives a plurality.
The Embassy further notes that the outcome will undoubt-
edly reflect ?a growing polarization in Canadian politics,
with the Liberals largely limited to Quebec and the Con-
servatives predominant elsewhere.

The US Embassy in Nicosia reported that UN Secretary
General Waldheim had some success during the opening ses-
sion of the talks between Greek Cypriot leader Kyprianou
and Turkish Cypriot leader Denktash yesterday. After a
difficult opening meeting with both men, Waldheim resorted
to shuttle diplomacy between them and developed a list of
10 items to form the basis for the resumption of intercom-
munal talks. Both sides agreed to study the points, and
talks are scheduled to resume this morning.
