According to the US Embassy in Kathmandu, King
Birendra on Tuesday moved decisively in an attempt to
quell the violent disturbances by students and workers.
The King accepted the resignation of the Education Minis-
ter, created a commission to investigate the protests,
released all students not being held on criminal charges,
and prescribed steps to reopen Kathmandu University. The
Embassy believes that the King has thought better of
using strong repressive measures, possibly including
use of the Army, and has decided instead on conciliation
with the demonstrators. 25X1
