Recent reporting suggests the regime instaZZed by the Vietnamese may be hard-pressed to provide enough food to feed both Kampucheans.and the Vietnamese occupation troops. Various sources, including radio broadcasts, men- tion food shortages. A Phnom Penh broadcast on 22 Feb- ruary said the amount of available rice is "negligible," admonished people not to eat seed rice or to kill animals "indiscriminately," and urged cultivation of short-term 25X1 crops "to prevent famine." Other reporting tells of meager, poor quality daily rations for Vietnamese occupa- tion troops Kampuchean rice stocks were reduced by severe flood- ing 25X1 last year. The Vietnamese. invasion disrupted har- vesting in December and January, and advancing Vietnamese troops found little stored rice. Retreating Pol Pot forces had removed much of it to secure bases. The government in Phnom Penh is taking some unpopu- lar measures to cope with the food problem. Military units are enforcing the decision not to implement an early pledge to allow displaced Kampucheans to return to their home villages, and people are being told to con- centrate on increasing food production, especially rice. The next rice crop is not normally planted until April, however, and in the meantime planting of short-term non- rice crops--corn, beans, and sweet potatoes--is being encouraged. The planned 250-kilogram satel- lite is to be placed in a low orbit to study solar and terrestrial radiation and the atmosphere. Two satellites launched by China in 1970 and 1971 were probably too rudimentary to perform significant scientific functions. The six Chinese satellites launched since then have all been developmental military reconnaissance vehicles.
