CHILE: Foreign Investment
Chile's economy is becoming increasingly attractive
to foreign investors. A US firm recently organized a
consortium of local and international companies to con-
struct a $130 million ethylene plant in southern Chile--
the largest foreign investment in Chile since the Pino-
chet government took power in 1973. It nearly equals
the $150 million in direct investments recorded last
year. Bank financing for the project has been committed,
and construction could start within 90 days. The US
firm is also eyeing investments in Chile's rapidly ex-
panding forestry sector. F77 I

Italy
Acting Prime Minister Andreotti said today that
the Christian Democrats will not make any further
concessions to the Communists in negotiations for
a new government. Andreotti reported to President
Pertini that the deadlock between the Christian
Democrats and the Communists had not been resolved.
This followed DCI leader Berlinguer's re'ction of
Andreotti's latest compromise proposal. e 25X1

elections increasingly likely.

USSR-France
According to the US Embassy in Paris, the recent
visit to Moscow by the Foreign Minister and one to fol-
low next month by President Giscard will do little to
improve the now strained Soviet-French relations. The
USSR wants France to restrict sales of weapons and nu-
clear reactors to China and to restrain development of
diplomatic relations with Beijing. Giscard is not likely
to back down on the sales of arms or on upgrading Paris'
political and commercial relations with China. He will
nevertheless be careful not to disturb his relations with
Moscow to the detriment of his domestic political pros-
pects durin the election campaign for the European
Parliament.
