It was the second such raid in less than a week. According to an Israeli military spokesman, the attack took place five miles north of the border, not far from the Israeli border settlement of Adamit. There were no casualties. Last Friday the Israelis announced that their troops had destroyed two houses used by guerrillas in the Lebanese town of Blida. Israel has maintained an intensive antiguerrilla alert for the past several weeks and undoubtedly will stiffen security precautions during Secretary of State Kissinger's visit. No agree- ments were signed, but the two sides did decide to hold further talks next month about a trade agreement. President Podgorny, in his meeting with Cunhal on Saturday, pledged Soviet assistance in shoring up the Portuguese economy, but qualified Moscow's commitment by noting that any aid would have to be "with regard for available resources." This qualification may indicate that the Soviets will be tight-fisted about supplying meat or grain, items that are high on Lisbon's shopping "list. The two sides discussed Portugal's internal political situation and Portuguese Africa, with the Soviets offering expressions of suppor-~ for the measures taken by the pro- visional government. The demonstration, involving an estimated 50,000 persons, was led by aging pacifist J. P. Narayan, who has waged a seven-month campaign to topple the Bihar government on charges of corruption. Police also clashed with demonstrators in New Delhi, where followers of Narayan shut down the city's trans- portation facilities and most public buildings. Ini- tial press reports indicate that few were injured in either city, but thousands were arrested. Prime Minister Gandhi, has steadfastly refused to dissolve the Bihar government. Nevertheless, Narayan and his followers are planning future protests, and the Bihar government's downfall seems a likely eventuality. I Approved For Release . Shortly after the attack, in which 11 persons were killed and 27 injured, Sadat pub- licly accused Libyan President Qadhafi of instigating the coup attempt personally.
