SEV- ERAL PROBLEMS REMAIN, HOWEVER, WITH THE DRAFTS BEING READIED IN THE EC AND NATO. EC MEMBERS ARE STILL SKEPTICAL ABOUT INCLUDING A REFERENCE TO JAPANrS ROLE IN AN ~~ATLANTIC~~ DEC- LARATION. THE EC REPRESENTATIVES WHO MET IN NEW YORK LAST GJEEK SEEMED TO PREFER DEVELOPING A DIA- L000E BETWEEN THE NINE AND JAPAN, WHILE THE US WOULD CULTIVATE ITS OI~JN RELATIONS WITH TOKYO. THREE AL- TERNATIVES WERE TENTATIVELY REJECTED ASSOCIATING JAPAN C1ITH THE US-EC DECLARATION, CAPPING THE US-EC AND THE NATO STATEMENTS WITH A THIRD DECLARATION, AND DEVELOPING A SEPARATE DECLARATION OF INDUSTRIAL- IZED NATIONS. THE EXTENT TO l~1HICH SECURITY QUESTIONS SHOULD BE MENTIONED IN THE US-EC STATEMENT AND ECONOMIC QUESTIONS SHOULD BE TREATED IN THE NATO DECLARATION ALSO REMAINS AT ISSUE. THE FRENCH DISLIKE BEING T00 SPECIFIC ABOUT ECONOMIC QUESTIONS EVEN IN THE EC DRAFT AND, OF COURSE, REMAIN OPPOSED TO DETAILED EC REFERENCES TO SECURITY. NEARLY ALL OF" THE EURO- PEAN ALLIES EXCEPT FRANCE STILL FEEL THAT A NATO DECLARATION SHOULD GO BEYOND DEFENSE AND SECURITY MATTERS. WITH RESPECT TO DEFENSE AND SECURITY ISSUES, HOWEVER, THE FRENCH PRESENTED IN A NATO MEETING ON 3 OCTOBER A DRAFT THAT WAS STRIKINGLY POSITIVE IN RECOGNIZING EUROPEAN DEFENSE RESPONSIBILITIES. ONE SECTION, FOR EXAMPLE, LpJOULD PLEDGE THE EUROPEAN ALLIES TO MAKE THE CONTRIBUTION NECESSARY TO MAIN- TAIN THE ~~COMMON DEFENSE.~~ ANOTHER SECTION NOTES THAT THE PROGRESS OF TFiE EC TOL~JARD POLITICAL UNITY SHOULD, ~ ~I~JHEN T{iE TIME COMES, r ~ HAVE ~ BENEFICIAL EFFECTS~r ON THE CONTRIBUTIONS THE EC COUNTRIES MAKE T-0 EUROPE~S DEFENSE.
