CHILE: President Allende will get the dialogue
he has been seeking with the opposition, but this
alone will not get him off the hook.
Christian Democratic Party President A lwin is
slated to meet with Allende this morning.
Allende may also come under increased pressure
from private groups and from some sectors of the mil-
itary to invite the armed forces back into the cab-
inet.
Sporadic outbursts of violence and acts of sab-
otage continued over the weekend, most of them asso-
ciated with the truckers' strike. Public works and
railroad professional workers were due to begin a
48-hour strike this morning,

and left have denied involvement in the assassination
of Allende's military aide.
Allende is anxious to ease tensions, but he must
get his Socialist and Communist supporters to go
along with any terms for a political truce. There
are indications that the Communists may be retreating
from their recently adopted intransigence, but a com-
promise now would subject Allende to the wrath of
the Socialists and could strain the Popular Unity
coalition. Allende may be willing to run this risk,
however, in order to head off the possibility that
a deteriorating situation would provoke militar ac-
tion against him,

the Communists out of positions near the provincial
capital. Toan reportedly has lost faith in the abil-
ity of the 23rd Division to retake the'village of
Trung Nghia, which the Communists captured on 9 June.
In the heavy fighting over the past seven weeks,
government troops have taken many casualties, but
have made little progress. The fighting appears to
have developed into a test of wills of the two sides.
Toan believes that by reinforcing the 23rd with
the more aggressive 22nd Division, the South Vietnam-
ese will be able to overpower the Communists and push
them out of the village. One regiment of the 22nd
has already seen action in Kontum; the division's
other three regiments have remained in Binh Dinh
Province.

CYPRUS: Terrorist acts, including the kidnap-
ing of a cabinet minister and numerous bombings
around the island, have added new tensions to the
struggle between Archbishop Makarios and his rival,
George Grivas. Makarios recently has strengthened
his security forces, rounded up scores of Grivas'
adherents, and restricted the pro-Grivas press.
Makarios blames Grivas directly for the kidnaping
and vows he will end the terrorism. Even though
Grivas' health reportedly is failing and his sup-
porters are heavily outnumbered by Makarios' forces,
Grivas is determined to continue to oppose the
Archbishop.

LAOS: Lao Communist officials on 28 July con-
tacted representatives of the International Control
Commission in Vientiane, as well as the Soviet and
British ambassadors, to inform them that all out-
standing issues in the negotiations had been resolved
and that the Communists believed a final agreement
would be signed within the week. The officials con-
firmed earlier reports that the agreement calls for
two deputy prime ministers--one Communist and one
rightist--and that members of the present government
would retain control of the ministries of interior
and defense. The agreement also stipulates that
Pathet Lao security troops--less than half the num-
ber the Communists originally demanded--would be
stationed in Vientiane and the royal capital of Luang
Prabang. F777 I

Greece: The government claims that Greeks gave
a landslide approval to George Papadopoulos' plan to
establish himself as president of a new republic in
yesterday's plebiscite. The present deputy prime
minister, Stylianos Pattakos, went on national tele-
vision and implied that a sweeping victory was at
hand. Prominent opposition figures have already de-
clared that the results of the plebiscite are fraud-
ulent and contrary to the will of the people.
