FINLAND: Helsinki, by dropping its demand for
Gerreparations, has increased its pressure on
Bonn to agree to early Finnish recognition of both
German states. The Finnish Foreign Ministry on 10
July called in both the East and West German chiefs
of mission "to explore the possibilities" of di to-_
matic rely i the near future.

Finland not to recognize East Germany before cur-
rent inter-German negotiations are successfully con-_
cluded. The Finns are unlikely to recognize only
one of the Germanies, however, and Bonn thus appar-
ently can still control the situation.
