Peking wishes to participate from the beginning in any discussions on reorganization. The proposal described by the Chinese would maintain limited membership in the negotiating body but would allow non-members to attend. The Chinese have crit- icized the conference's composition, particularly its "bloc-to-bloc" characteristics, and US-Soviet co-chairmanship but have kept open China's option to join eventually. The current initiative, although showing China's interest, does not indicate that Pe- king is prepared to move rapidly. In a speech last week, President Kenyatta made veiled references to plotters and to a threat to his life. The President may have meant only to warn plotters, but some pol- iticians have been calling on the government to bring the plotters to justice.
