The talks reached an impasse and were suspended late last year. Efforts to resume them were inter- rupted last winter by the Greek move to reduce Pres- ident Makarios' power on the island, and more re- cently by Turkish insistence on several precondi- tions. Ankara now says it will resume the talks under three conditions: the discussions must deal only with constitutional questions; Cyprus must re- main independent; and the Greek-Cypriot and Turkish.- Cypriot representatives must have equal status. Athens has agreed to a proposal by UN Secretary- General Waldheim to resume the talks on this basis. Archbishop Makarios is also likely to concur, because he probably believes the resumption of the talks will mean a lessening of Greek pressure for changes in his administration. The archbishop is presently carrying out a cabinet reshuffle, and he probably fears the Greeks will not approve of all of his appointments. akarios is a so aware t at t e Greeks wan to avoid criticism at the semi- annual UN Security Council meeting on Cyprus in mid-June when the extension of the UN force on the island will be considered.
