BERLIN: The Soviet representative at the four-
power a visers' meeting on 6 March reintroduced into
the discussion a series of stiff formulations re-
garding a possible Berlin agreement. He openly ad-
mitted that he was marking time, apparently to in-
crease pressure on the West to get intra-German
talks under way on the Berlin issue. Meanwhile,
negotiations between the West Berlin Senat and the
East German Government on Easter visits to East
Berlin began on 6 March but produced no immediate
results. They will be resumed later this week.
