PAKISTAN: There is a growing conviction among
military officers that the attempt to establish a
civilian government is a mistake

that President Yahya will give civilians too much
authority over military affairs. They are also

LIBYA: The government's demands to the oil
companies, including an increase of about $1.20 per
barrel in the posted price of crude oil, would double
current revenue. The rise in the posted price com-
pares with a 40-cent per barrel increase recently
obtained by the Persian Gulf countries. In addition,
Libya requested the deposit in Libyan banks of 25
cents per barrel of oil produced in the previous
year for "general investments" as well as a speedup
of income tax and royalty payments. Although Deputy
Premier Jallud stated certain of the demands were
negotiable, these were not specified. The demands
in any case are so extreme that the oil companies
may find it difficult, if not impossible, to come
up with a compromise within the two-week deadline.
