Cuba: Fidel Castro reportedly is not inter-
ested in re-establishing formal relations with
other Latin American countries.
Foreign
minister Roa said recently that Castro has no de-
sire to re-establish diplomatic relations and be-
lieves that virtually all existing governments in
Latin America are "rotten" and doomed to fall
within a few years. In a speech last July, Castro
offered to resume ties, but only with those gov-
ernments willing to acknowledge the "immorality"
of the OAS' sanctions against Cuba and renounce
them publicly. Roa claimed, however, that Castro
would welcome commercial relations with the rest
of Latin America if they worked to Cuba's advantage,
but he believes few countries have much to offer.
Castro apparently sees little direct gain in
a resumption of relations with any specific Latin
American country. A decisive factor in any decision
to establish relations, however, would be the ef-
fect such a move would have on undermining the OAS
sanctions or the US economic denial campaign.
