West Germany: Bonn may be edging toward ap-
proval of the US-Soviet draft nuclear nonproliferation
treaty (NPT), but there is still strong opposition within
the government.

Two leading opponents of the NPT have softened
their public utterances recently, perhaps to conform
to government policy of avoiding a negative stand that
could be exploited by Moscow. Finance Minister
Strauss announced that acceptance of the treaty would
not cause a break in the Bonn coalition, thereby dis-
pelling rumors that his opposition might break up the
government. Defense Committee Chairman Zimmermann,
a leading spokesman for the hard-line Christian Social
Union--the Bavarian wing of the Christian Democratic
Union--dropped part of his remarks attacking the treaty
during the 14 March parliamentary debate and did not
announce the CSU's official opposition to the NPT, as
had been expected.
Despite these signs of softening in opposition to
the treaty, it is likely that criticism and debate will
continue because the opponents have not altered their
objection to its substance.

been kidnapped. The perpetrators have not yet been
identified.
In order to counteract further disturbances, the
government h s again extended the "state of alarm"
for 30 days.
