NOTES
Korea: The capability of North Korean agent teams
to engage in sabotage in South Korea is illustrated by
the derailing of a train northeast of Seoul on 5 September.
This is the first act of North Korean sabotage on this
scale since the early 1950s and may presage additional
attacks on transportation targets. The agents respon-
sible for this incident apparently infiltrated from the
North and returned by a preplanned escape route. II
Dominican Republic: President Balaguer has re-
placed several top military commanders in what appears
to be the first step in a reshuffle of the military hier-
archy? The President's actions seem designed to
strengthen his control of the security forces and to curb
increasing dissatisfaction among certain elements of
the armed forces, particularly the air force,
