Hong Kong: Local Communist plans for increased
harassment of Hong Kong authorities include both eco-
nomic pressures and terrorism.
The local Communist apparatus is continuing ef-
forts to undermine police morale and cripple public
transport. Communist schools are being, stocked with
weapons--iron bars, kni res, bottles, and acid--for
use against the police, and greater student participa-
tion in public demonstrations is planned.
The successful British raid on a leftist union head-
quarters on 12 July, which resulted in the arrest of 40
leftist unionists and the seizure of weapons and docu-
ments, has caused consider ble concern among other
Communist organizations.
The Chinese Communists are apparently conducting
military activity near the frontier in an effort to intimi-
date the British. Several groups of Chinese troops have
been observed in the vicinity of the border. Chinese
propaganda commentary, however, remains at a low
level.

Peru: President Belaunde probably will approve a
bill expropriating the International Petroleum Company
holdings in Peru.
The law, passed by the opposition-dominated Con-
gress on 7 July, reaffirms Peru's "complete sover-
eignty" over the La Brea y Parinas oil fields in northern
Peru and authorizes the President to expropriate com-
pany installations, including an oil refinery. The bill
provides that alleged back taxes owed by the company to
the Peruvian Government should be taken into considera-
tion when compensation for the sequestered properties
is computed.
In raising this long- standing issue, Congress has
placed Belaunde in an embarrassing and difficult posi-
tion. In a conversation with the US ambassador on
10 July, Belaunde stated categorically that expropria-
tion was the last thing he wanted. He is convinced, how-
ever, that a veto would be overridden by Congress.

NOTE
Cyprus: There seems to be interest in both
Athens and Ankara for a solution to the Cyprus dis-
pute. This interest and the acrimony between Athens
and Nicosia have been the cause of continuing fears
in Cyprus that a Greek coup, possibly in conjuction
with Greek-Turkish agreement to impose a solution
on Makarios, is in the making.
