The resolution would permit Spanish Sahara's neighbors to play a consultative role in a UN- sponsored referen- dum on self-determination. Spain fears that such a referendum would pave the way for Moroccan control of the territory. The plotters at their peak managed to seize the Lome radio station for a few hours and to put several thousand anti-Grunitzky demonstrators on the streets. A stiff curfew has now been imposed, and police are seeking the leader of the opposition Togo Unity party.
